该卡“最早可在旅行日前 72 小时填写，最晚可到抵达时，但必须在向移民官寻求入境之前完成”（2025-01-10 公告原文）。行前 72 小时是最早开放窗口，并非强制提前期限。
旅客在 bviedcard.gov.vg 填写在线 ED 卡，完成同一张表单的 arrival（抵达）、personal（个人资料）、travel destination（旅行目的地）、family（如适用）与 declaration（申报）各部分。移民入境资料与向国王海关（His Majesty's Customs）的货物申报是这张单一表单的组成部分、属同一次提交，并非两个程序。成功完成后，申请人收到一封邮件，同时载明入境与向国王海关货物申报两项完成通知；含条形码的文件向移民官与海关官出示。该卡最早可在旅行日前 72 小时填写，最晚可到抵达时，但必须在向移民官寻求入境之前完成。办理 ED 卡不收取费用，BVIEDCARD.GOV.VG 是该项服务唯一的官方网站。
