乘空路或海路抵达时：为办理移民手续填写此卡，依据《移民法》第5(2)条（第9条）。
方向：入境。人员与路线：《2014年移民条例》（依据《移民法》第18条制定）第9条规定，凡乘空路或海路抵达图瓦卢的人员，商业航空器或商业船舶的机组/船员除外，均须按该法第5(2)条填写附表二（Schedule 2）Form 11表到达卡。豁免仅限商业机组/船员：非商业航空器或船舶的机组/船员及其他所有人员仍在适用范围内。Form 11表采集姓氏、名字、出生国、出生日期、职业、公民身份国、永久住址、性别、护照号码、签发地点与签发/到期日期、在图瓦卢的住址及电话/邮箱（非居民）、最后出发港、航班号或船名、访问目的（度假、过境、研究/学习、商务/贸易、政府官员会议、回返居民、其他目的）与拟停留时长，末尾为签名申报“上述各项资料真实无误”，并印有虚假申报属严重罪行的警告。费用：条例未规定到达卡费用，卡费未知——第2(1)(b)条的100美元（与第7(h)条相同）是未列入附表一（Schedule 1）国家的公民应缴的访客许可费，不是卡费。离境对应义务：第10条要求同等范围的人员于乘空路或海路离境时填写Form 12表离境卡；因本记录 schema 的程序类型枚举无 departure_card 值，该义务未建为程序（见未决项TV-departure-card-form12-not-modeled）。

方向：入境。核心规则——有条件而非普遍：《海关条例》（CAP. 26.04.1，2022年修订版；1964年条例经《海关收入与边境保护法》（CAP 26.04）第270条延续有效）第84条规定，将行李带入海关区的行李所有人“可能被要求”作出书面申报——海关C11表（Passenger’s Baggage Declaration，海运抵达旅客）或C12表（International Passenger Baggage Declaration，空运抵达旅客），视情况另附海关C41表（Baggage）——按该主管关员的要求就其行李作出，随即缴纳应付税款并移走行李。其条件是主管关员提出要求：关员不要求，抵达旅客即不负担任何海关书面表格。报到与查验义务不是申报：行李所有人立即到场接受主管关员询问并回答问题（第84条前段）只是前置义务；每个抵达人员向海关关员或警察局报到（该法第38条）与将随身行李交由查验（该法第40条；第43条为出境对应条款）均只是报到与查验义务——任何一项本身都不构成提交申报。人员：将行李带入海关区的行李所有人——已抓取条款中无机组或船员豁免。表格范围：C11/C12/C41是已抓取现行法中仅有的旅客海关表；附表四（Schedule 4）表单清单中没有离境侧的旅客行李申报表；承运人表（C4船舶进港报告、C5航空器总申报）与第37条的进口报告是船长或船东的义务，不是旅客表。费用：未捕获表单收费金额，故费用未知。免税额度数量与现金门槛未见于已抓取的现行法（见未决项TV-duty-free-quantities-not-captured）。
