旅客实际携带现金者：进入美国之时或离开美国之时，向任一海关出入境口岸的主管海关官员提交。收件人15日内申报及不随人货币工具的邮寄提交方式仅针对邮寄/发运情形，属法定背景，不属于本随身携带程序。
适用对象、例外与限额（完整说明）
主体范围与方向：严格限定为旅客本人实际携带现金或其他货币工具、一次合计超过1万美元（US$10,000）、在波多黎各与美国境外任何地点之间跨境——即仅随身携带、仅跨国际边界。在Title 31下波多黎各（Commonwealth of Puerto Rico）属美国的一部分（31 CFR 1010.100）；依31 CFR 1010.340(a)，任何一次携带、邮寄、发运（或致使/试图运送）该超额款项自美国至境外或自境外进入美国者均须报告——其中邮寄/发运条款、1010.340(b)收件人15日申报及1010.340(c)银行/承运人豁免仅为划定规则范围的法定背景，本站不把货运、邮寄或收件人申报列为旅客程序。因此仅波多黎各与美国本土之间的流动同属Title 31定义下同一个“United States”，不触发本报告。类型：该报告系31 U.S.C. 5316项下国际现金/货币工具运送报告（CMIR），使用FinCEN Form 105向美国海关与边境保护局（CBP）提交——表格旅客条目载明随身携带者“shall file FinCEN Form 105 at the time of entry into the United States or at the time of departure from the United States with the Customs officer in charge”——故本记录归入customs_declaration，与行李申报为两个动作。费用及圣胡安具体受理柜台仍未知。
