方向：携现金进入或带出瑙鲁的人员。入境：据政府官方指南，携现金、无记名流通票据（BNI）或贵金属/宝石（黄金、白银、钻石、蓝宝石）价值超过$5,000（严格大于，不含本数；门槛已从$10,000下调）进入瑙鲁者必须申报；操作性条款未标注币种，按指南原文记「$5,000」（「AUD」仅出现在文中引述的、已废止的1999年公告里）。出境：依《犯罪收益法》第96和96A条，对同类超过$5,000（严格大于，不含本数）物品须申报并填写边境申报表（Border Declaration Form）；仅携现金出境者还须在出行前取得海关总监察长（Chief Collector of Customs）的批准（2023年海关禁止出口令，其废止了1999年公告）。出境步骤（依指南）：（1）用瑙鲁海关服务局提供的申请表取得海关总监察长批准（指南附件2「Application to export cash out of Nauru」，含拟出口现金额、币种、资金来源等栏）；（2）在机场提供的移民/海关/检疫离境卡上勾选相应栏；（3）填写边境申报表（附件1，机场提供填写或可下载；其A部分设问「你是否携带超过$5,000的现金/无记名流通票据/贵金属或宝石：进入瑙鲁/带出瑙鲁」，出境现金另须答「是否已取得现金出口批准？YES」——表单仅印YES勾选栏，文本中无NO选项）；（4）附上海关总监察长批准文件。指南所载罚则：不履行申报义务——最高$20,000罚款或最高2年监禁或并科（POCA第96、96A条）；未经海关总监察长批准出口现金——最高$300,000罚款（2014年海关法第250(3)(a)条）。法律依据含2023年《犯罪收益（边境申报表）条例》（2024年修订）；2026-09-27实读的FIU现行Laws栏仍把「POCA (Border Declaration Form) (Amendment) Regulations 2024」列为最新边境申报表条例，无2025/2026年后继法。指南全文无年龄条件。所有入境旅客是否另须填写物品/通行申报表，已抓取文本未涵盖，仍未核验。（完整性注记：该指南PDF已于2026-09-27以两段式补全完整重取——首次限时GET保得正确的591,848字节前缀，随后206 Partial Content续传补得末段98,077字节；拼装后689,925字节、11页，与2026-09-25完整官源抓取逐字节相等，上文各条款均按该完整文本重核。本轮补全系分段取得，并非单个GET完整重取。）
