到达时在海关指定地点、以口头申报为前提办理（第214条）；仅在海关因情形与设施允许而实际启用双通道的口岸（第218条第2款b项），旅客选择绿或红通道本身即构成申报行为。
适用对象、例外与限额（完整说明）
依据2018年4月27日第2018-19号国家海关法，到达旅客适用两层制度。一般层：旅客及行李查验以口头申报（"sous couvert d'une déclaration verbale"）为前提，且仅可在海关指定地点进行（第214条）；第214至222条适用于任何交通方式的旅客（第223条第1款）；财政部长令可另行细化旅客处理（第223条第2款，该令未取得）。条件层："双通道"（double circuit）是简化的海关监管制度，到达旅客通过在两类通道之间作出选择即完成申报行为——绿色通道供未携带超过免税可容纳数量或价值的货物、且无禁限物品的旅客，红色通道供其余旅客（第1条第24款）；但海关仅在情形与设施允许时使用双通道制度（第218条第2款b项），故"选择通道即申报"仅在海关实际启用双通道的口岸存在，本法未载明任一机场或陆路口岸实际设置双通道，该运营事实未经核实（本程序 channel 因此记为 conditional）。货物明细申报以书面、计算机或（在海关规定允许时）口头方式作出（第107条）——这是一般货物报关制度，不是旅客纸表。行李免税的数量与价值在所读条文中未载明，为unknown；另，第219条允许回返居民免税复进口其先前出口的个人物品及私人交通工具，第220条给予非居民私人交通工具临时进口，最长一年、可续期，必要时可要求担保。通道制度仅就到达定义；本法未设离境通道制度，离境现金申报按上述区域规则办理。
