适用对象、例外与限额（完整说明）
据税务局旅客手册，旅客跨越格鲁吉亚海关边界时，遇下列情形须申报物品：物品用于经济活动，不论其数量与价值；进口受限及/或需特别许可或执照；进口物品数量或/和价值超出格鲁吉亚税法典既定税惠限额；旅客享受税法典为'每逾6个月期在境外'及/或入境格鲁吉亚定居所设税惠；或进口、出口任一方向均可触发——携运本币及/或外币现钞、支票及/或证券，合计金额超过30,000拉里或其等值外币。手册另将网购经邮政递送进口的物品列入申报触发。现行汇编海关法典（Matsne 第10版，第169条）佐证现金与证券'超过30,000拉里'的严格阈值及进、出两方向；该条罚款系对逃避海关监管或申报不实的处罚，绝非申报服务费。来自同批2020年税务局配套手册的限界说明（未对2026年实施细则核验，亦非独立旅客申报程序）：陆/海运非食品每30个日历日≤500拉里且≤30公斤、食品每个日历日≤500拉里且≤30公斤免进口税；航空非食品≤3,000拉里且≤30公斤（英文频率句有缺词）；邮政非食品≤300拉里且≤30公斤；烟酒免税另须年满18岁并设数量条件；个人需要药品≤10标准包装可无医疗文书进出境，超过10标准包装须相关医疗文书，特别管制麻醉/精神药品须医疗文书且限31日用量，手册举例并非完整现行法定清单（另查《格鲁吉亚麻醉品、精神药物、前体与麻醉救助法》及2004年1月22日第22/n号令）。海关查验旅客及行李属检查权而非旅客申报表单；以上均不表明所有处方药被禁止。申报相关费用仍为 unknown：商品税额、货物清关服务费与现金申报费不得相互混同，亦不得与处罚混同。
