唯一已证实的旅客主动提交。据《进口规程——个人进口与行李》V3.0（2026年5月25日发布，2019年5月首次发布）Arrival段，所有入境福克兰的旅客须填写一张生物安全/海关申报表，交由海关或生物安全官员查验后方可获准进入群岛；已填申报卡由生物安全部门留存。应报物品在抵达现场受检；存疑物品被没收交生物安全部门进一步检查；海关与生物安全对随机旅客抽查以核验申报正确真实；不合规的禁止或限制物品当场扣留或没收，填发《扣留/没收通知》（原件交旅客，海关、生物安全各存一份），旅客获告知处理、理由及可上诉；机场设自弃桶供丢弃误带的不允许物品。个人进口食品条件是同一张卡的触发情形、而非另一程序：个人进口须在抵达时向海关申报并接受生物安全检查；特定水果、肉类及乳制品仅在附件1条件内可作为个人进口免进口许可/卫生证书携带——许可清单内水果须购自英国或智利、商业包装贴标、肉眼无泥土病虫害、附购买凭证，每人最多合计5公斤；肉、肉制品及奶酪须来自欧盟（带EU标志）或欧盟认可的非欧盟企业、原封包装，每人最多5公斤；乳与乳制品须为UHT且原封包装并清晰标注UHT；蛋壳须带British Lion（英国狮）标、无粪便羽毛，每人最多12枚；鱼及鱼制品须密封商业包装；加工植物产品与加工肉类/乳制品同样须密封商业包装并标明产品、加工方式、厂商及原产国。5公斤数字仅是上述特定品类的条件性生物安全准入限量，不是所有物品的合计海关免税额；各品类是否合并计算原文未述、本文不自行累计。超出个人额度的进口（如种用马铃薯、个人携植物等）须办理进口许可，可在行前申请；个人可申请单一进口许可，非商业进口适用优惠费率（数额未载明）。农业部旅行页对超出其行李额度指南的自用进口重复同一义务——抵达时向海关申报、接受检查，未达标或未申报可被没收（该页额度指南本身为图片，本批文本抽取未捕获其内容）——故并入同一张卡、不另立程序。原FK-customs-rules-reference独立条目并入本条：其内容为同一规程的进口条件与同一张卡，无独立第二提交动作。官方访客页要求所有访客向Customs & Immigration提供在福期间住宿地点详情，但未证明存在独立移民表格或提交载体，仅凭该句不立第二程序。现金申报门槛与普通海关免税额本批未获任何本地官源正文覆盖、仍属未知；英国本土数字不得套用于福克兰群岛。
