《第173/2013号公告》（厄立特里亚政府《厄立特里亚法律公报》2013年第21卷第1期，阿斯马拉，2013年2月20日）第6条：对旅客携入或携出厄立特里亚的外币金额不设限制，但携入或携出金额「超过」一万（10,000）美元或其等值其他可兑换货币时，须填写厄立特里亚银行制作的申报表，并在厄立特里亚的入境或出境口岸提交给厄立特里亚海关官员。门槛为严格标准：仅高于10,000美元等值的金额触发申报；恰为10,000美元不触发。该义务为附条件义务，适用于入境与出境两个方向的可兑换外币；第6条不涵盖无记名可转让金融工具，亦不得推定涵盖货物或个人电子产品（见未决项 er-goods-electronics-primary-source）。2025年7月ESAAMLG互评估独立报告：厄立特里亚仍在执行第6条超过10,000美元的入出境书面申报制度，且无记名可转让金融工具及邮寄、货运不在覆盖范围内——该报告属时效性佐证，非厄立特里亚法律。第7条第(3)款：携入或携出超过10,000美元等值外币而未填写并向海关官员提交申报表的，经有管辖权的民事法院定罪，除没收该款项外，处简单监禁（10日至3年）或不超过五万（50,000）纳克法的罚款。第2条废止并替代第101/2005号及第102/2005号法律通告，二者不得再引为现行法。第8条：本公告自公报公布之日起生效，即2013年2月20日。英国FCDO旅行建议称「10,000美元或以上」，在恰为10,000美元时与公报冲突；厄立特里亚政府公报为原始法律渊源并优先适用——FCDO不用于支持本程序。
