方向：乘航空器或船舶进入库克群岛的所有到访旅客。据海关服务局官方机场页：所有抵港旅客/访客必须填写旅客抵达卡（Passenger Arrival Card），并须申报：任何禁限物品；超过旅客免税额度的烟酒；海外取得价值超过$750的物品；商业用途物品；代他人携带物品；以及合计$10,000或以上的现金、贵重宝石或首饰。海上抵达时，海关船舶页同样在抵港应出示文件中列明：船上每人一份已填写的库克群岛旅客抵达卡，及必要时的已填写边境现金报告（Border Cash Report，如需要）。页面所载额度：酒类（限18岁及以上旅客）4.5升啤酒或2升其他酒精饮料（葡萄酒、烈酒或利口酒）；烟草（限21岁及以上旅客）200支香烟或50支雪茄——页面另以第三选项印有散装烟草重量免税额，但其计量单位未经核验，本记录不复述该数字；烟草超过主管机关最终确认的免税额度即须申报（待核重量数字仅载于unresolved CK-tobacco-unit-typo-to-confirm）。数量须自用或作礼物，不得销售或交换。个人自用托运行李无需海关进口报关，但仍可能征收进口增值税。离境侧：携带货币离境的申报义务记录于CK-currency-declaration；船舶页所载海上离境每人旅客离境卡要求仅作为unresolved CK-sea-departure-card-type保留（卡片内容与签发主管机关未核验）；航空离境手续仍未核验。

每人每次携带货币进入或离开库克群岛时（申报副本24小时内送金融情报单位，海关留存，第7(4)-(5)条）。
方向：入境与出境双向——人员本人携带货币进入或离开。据《2015-16货币申报法》（2016年第10号）第7(1)条：每人每次携带货币进入库克群岛、及每次携带货币离开库克群岛，均须以规定格式作出真实的货币申报。第7(1)条条文本身未列金额门槛；该法另行定义'minimum amount'：为条例所订金额，如无条例订定，则为10,000新西兰元，并包括等值外币（第4条）。该法'currency'定义很宽（纸币硬币、无记名可转让票据、贵金属、宝石、天然与养殖珍珠、首饰、混合货币、邮票）。官方MFEM页面的旅客实操：航空或海上抵达时，合计$10,000或以上的现金、贵重宝石或首饰作为旅客抵达卡上的一项申报；海上抵达时出示的文件还包括必要时已填写的边境现金报告（Border Cash Report）。规定格式本身——以及第7(1)条无门槛措辞与第4条最低额之间的边界，即离境时是否须在NZ$10,000及以上另填表格、经何渠道——未见于已抓取页面，有待该法项下条例核验（验收意见指为2017年Forms Regulations；本轮离线未抓）；见unresolved CK-currency-declaration-form-unverified。故本记录不断言任何金额的货币都须另填表。获授权官员可就任何价值货币盘问进出境人员（第9条）。未载明表费。
