适用对象、例外与限额（完整说明）
反洗钱路线分档的实体现金及无记名可转让票据运输申报，与2025年旅行者外汇申报（另见CI-fx-payment-means-declaration）分立。BCEAO名录列科特迪瓦为UMOA八个成员国之一，BCEAO指令在科特迪瓦适用，受理机关为出入境口岸的海关部门。（1）成员国之间：自另一成员国进入科特迪瓦、或离开科特迪瓦前往另一成员国者，所携现金及无记名可转让票据金额达1,000万CFA及以上须申报——2025年3月18日第002-03-2025号指令第1条以（le seuil à partir duquel）设定义务，含本数（≥），签署即生效。（2）第三国：自第三国进入科特迪瓦、或离开科特迪瓦前往第三国者，金额达500万CFA及以上（含本数，≥）同样申报——2024年7月16日第231/07/2024号指令第1条，措辞相同，签署即生效，并明文废止第008-09-2017号指令。申报为报告义务，并非无限额携带许可。科特迪瓦执行渠道：海关2296号通知（2024年4月3日）适用于所有出入科特迪瓦的旅客（无论运输方式），且其条文明定申报所携现金及说明来源的义务取决于适用的金额限额（est fonction du seuil des montants fixés），并非不论金额一律要求每位旅客申报；达到限额时，可在抵达口岸前经douanes.ci的SYDEF系统在线申报，或在海关（到达/出发）部门或官网领取纸质表格填报后由海关录入SYDEF；SYDEF信息通报CENTIF。注意：该通知自列限额（两条路线均为500万CFA并对外币另设100万CFA等值子限额）依据已废止的09/2010/CM/UEMOA条例及008-09-2017号指令，已被现行规定超越且与之冲突，不得将此历史数额与现行限额等同；是否须申报以现行适用的上述（1）部分区域限额为准；douanes.ci旅行者页面仍显示已废止的2010年时期数额。无2025年3月18日后发布的科特迪瓦海关文本确认SYDEF已实际适用2024/2025年BCEAO限额（未决CI-uemoa-2025-currency-audit-1）。该SYDEF/纸质渠道仅就本现金/票据申报获得证明，并不暗示外汇申报使用同一表式或渠道：外汇申报的当地表式、渠道、费用及两制度之间的关系均未解决（未决CI-fx-payment-means-declaration-local-1、CI-declaration-regimes-relation-1）。
