《移民法》（Cap. 156，2020 年修订版）第 24(4) 条：每一入境伯利兹的人须如实回答移民官的问题，并“如移民官要求”（if required by the immigration officer）“填写并签署 disembarkation card（入境卡）”（第 24(4)(b) 条）；外国人拒绝遵守第 24(4) 条可被拒绝登陆（第 24(5)、(5A) 条）。该卡为口岸卡，以移民官提出要求为条件——法律并未对所有旅客强制线上申报。现行性限制：条文为 2020 年 12 月 31 日整合版本（本批无后续修订可查），2026 年该卡是否仍被单独要求——例如 Philip Goldson 国际机场自 2024-12-01 上线在线申报系统之后（见 bz-edeclare）——没有任何已抓取来源说明；《移民法》原文、BTB 公告与移民局首页均未称卡已被废除或取代。除 2020 年法条文本外，本记录不主张任何当下的卡要求。

伯利兹旅游局（BTB）2024-11-27 公告称，边境管理与移民服务局（Department of Border Management and Immigration Services）与海关及消费税局（Customs and Excise Department）会同公共事业、能源、物流与电子政务部“已启动一套新的在线移民与海关申报系统（Online Immigration and Customs Declaration System）”，并称“自 2024 年 12 月 1 日起，该系统将在 Philip Goldson 国际机场对所有到达与出发（arrivals and departures）开放”，且将有“为期三个月、逐步全面线上化的过渡（a three-month phasing-in to a fully online process）”。据此，该机场入/出境双向上线为已证历史事实。同一公告又称系统将于 2025-01-01“扩展至所有入境口岸（will be extended to all ports of entry）”；此为当时的计划，本批无任何来源证实其已完成，故不主张全口岸覆盖。2026 年 9 月抓取的移民局首页仍仅以机场语境链接“E-Embarkation Form”（“Skip the hassle and save time at the Airport!
