範圍：由美屬維爾京群島（USVI）入境美國時的聯邦申報義務，不含抵達USVI本身的本地手續。19 CFR 101.1 界定“美國海關領土”僅含各州、哥倫比亞特區和波多黎各；維爾京群島海關港口雖隸屬財政部長管轄，但另具自身海關法（48 U.S.C. 1406(i)），在美國海關領土之外，且非上述規章意義下的“ports of entry”。48 U.S.C. 1406i 規定財政部長指定USVI各口岸與子口岸並管理當地海關法；除國會外不得在USVI新徵出口稅。申報義務：依19 CFR 148.11，任何個人帶入美國的全部物品須在入美第一入境口岸（port of first arrival in the United States）向CBP關員申報，或在配有CBP關員的赴美運輸工具上、或在美國關員駐外的預檢辦事處申報。故本程序適用於由USVI前往美國本土各州、哥倫比亞特區或波多黎各的旅客，不得概括為所有抵達USVI者。申報形式：依19 CFR 148.12，返程居民與非居民抵達美國僅在規定條件下可口頭申報——返程居民須其在境外取得的全部隨身物品（含境外改動及應稅修理）按取得國公平零售價合計不超過適用上限：直接或間接自USVI抵達（如同自美屬薩摩亞、關島、北馬里亞納群島聯邦抵達）者為1,600美元，其中在上述地點以外取得的部分不得超過800美元，且無隨身物品保稅轉運、亦非為他人賬戶或轉售進口；非居民須其須申報的全部物品屬個人免稅或不超過200美元合計價值的行政小額免稅（19 U.S.C. 1321(a)(2)(B)）。任何口岸仍可一般性或就特定交通類型要求書面申報；即使允許口頭申報，也可能要求填寫CBP Form 6059-B的識別資訊。依19 CFR 148.13，凡口頭申報未按§ 148.12被接受，抵達美國者的申報須以Customs Form 6059-B書面作出；須列明抵達時持有的全部境外取得物品（逐項填報實付價格或取得國公平零售價，並按列明豁免規則執行），每份書面申報須在查驗行李的海關關員面前確認。未覆蓋——留窄未知（VI-audit-2）：入境USVI本身的本地入境表、免稅額度與現金申報規則；本批USDA APHIS波多黎各/USVI農產品頁（連接超時）與CBP general-aviation-processing頁（HTTP 403）未能讀取，僅記失敗——承運人/通用航空預檢與農檢不視為旅客獨立提交程序。1,600美元僅作為148.12對自USVI抵達返程居民口頭申報的價值上限引用；原引自19 CFR 148.33–148.35的免稅額機制（30天使用限制、家庭合併、48小時規則）不在本批緩存官文中，不作主張。
