該卡“最早可在旅行日前 72 小時填寫，最晚可到抵達時，但必須在向移民官尋求入境之前完成”（2025-01-10 公告原文）。行前 72 小時是最早開放窗口，並非強制提前期限。
旅客在 bviedcard.gov.vg 填寫線上 ED 卡，完成同一張表單的 arrival（抵達）、personal（個人資料）、travel destination（旅行目的地）、family（如適用）與 declaration（申報）各部分。移民入境資料與向國王海關（His Majesty's Customs）的貨物申報是這張單一表單的組成部分、屬同一次提交，並非兩個程序。成功完成後，申請人收到一封郵件，同時載明入境與向國王海關貨物申報兩項完成通知；含條形碼的文件向移民官與海關官出示。該卡最早可在旅行日前 72 小時填寫，最晚可到抵達時，但必須在向移民官尋求入境之前完成。辦理 ED 卡不收取費用，BVIEDCARD.GOV.VG 是該項服務唯一的官方網站。
