乘空路或海路抵達時：為辦理移民手續填寫此卡，依據《移民法》第5(2)條（第9條）。
方向：入境。人員與路線：《2014年移民條例》（依據《移民法》第18條制定）第9條規定，凡乘空路或海路抵達圖瓦盧的人員，商業航空器或商業船舶的機組/船員除外，均須按該法第5(2)條填寫附表二（Schedule 2）Form 11表到達卡。豁免僅限商業機組/船員：非商業航空器或船舶的機組/船員及其他所有人員仍在適用範圍內。Form 11表採集姓氏、名字、出生國、出生日期、職業、公民身份國、永久住址、性別、護照號碼、簽發地點與簽發/到期日期、在圖瓦盧的住址及電話/信箱（非居民）、最後出發港、航班號或船名、訪問目的（度假、過境、研究/學習、商務/貿易、政府官員會議、回返居民、其他目的）與擬停留時長，末尾為簽名申報“上述各項資料真實無誤”，並印有虛假申報屬嚴重罪行的警告。費用：條例未規定到達卡費用，卡費未知——第2(1)(b)條的100美元（與第7(h)條相同）是未列入附表一（Schedule 1）國家的公民應繳的訪客許可費，不是卡費。離境對應義務：第10條要求同等範圍的人員於乘空路或海路離境時填寫Form 12表離境卡；因本記錄 schema 的程序類型枚舉無 departure_card 值，該義務未建為程序（見未決項TV-departure-card-form12-not-modeled）。

方向：入境。核心規則——有條件而非普遍：《海關條例》（CAP. 26.04.1，2022年修訂版；1964年條例經《海關收入與邊境保護法》（CAP 26.04）第270條延續有效）第84條規定，將行李帶入海關區的行李所有人“可能被要求”作出書面申報——海關C11表（Passenger’s Baggage Declaration，海運抵達旅客）或C12表（International Passenger Baggage Declaration，空運抵達旅客），視情況另附海關C41表（Baggage）——按該主管關員的要求就其行李作出，隨即繳納應付稅款並移走行李。其條件是主管關員提出要求：關員不要求，抵達旅客即不負擔任何海關書面表格。報到與查驗義務不是申報：行李所有人立即到場接受主管關員詢問並回答問題（第84條前段）只是前置義務；每個抵達人員向海關關員或警察局報到（該法第38條）與將隨身行李交由查驗（該法第40條；第43條為出境對應條款）均只是報到與查驗義務——任何一項本身都不構成提交申報。人員：將行李帶入海關區的行李所有人——已抓取條款中無機組或船員豁免。表格範圍：C11/C12/C41是已抓取現行法中僅有的旅客海關表；附表四（Schedule 4）表單清單中沒有離境側的旅客行李申報表；承運人表（C4船舶進港報告、C5航空器總申報）與第37條的進口報告是船長或船東的義務，不是旅客表。費用：未捕獲表單收費金額，故費用未知。免稅額度數量與現金門檻未見於已抓取的現行法（見未決項TV-duty-free-quantities-not-captured）。
