適用對象、例外與限額（完整說明）
依據2018年4月27日第2018-19號國家海關法，到達旅客適用兩層制度。一般層：旅客及行李查驗以口頭申報（"sous couvert d'une déclaration verbale"）為前提，且僅可在海關指定地點進行（第214條）；第214至222條適用於任何交通方式的旅客（第223條第1款）；財政部長令可另行細化旅客處理（第223條第2款，該令未取得）。條件層："雙通道"（double circuit）是簡化的海關監管制度，到達旅客通過在兩類通道之間作出選擇即完成申報行為——綠色通道供未攜帶超過免稅可容納數量或價值的貨物、且無禁限物品的旅客，紅色通道供其餘旅客（第1條第24款）；但海關僅在情形與設施允許時使用雙通道制度（第218條第2款b項），故"選擇通道即申報"僅在海關實際啟用雙通道的口岸存在，本法未載明任一機場或陸路口岸實際設置雙通道，該營運事實未經核實（本程序 channel 因此記為 conditional）。貨物明細申報以書面、計算機或（在海關規定允許時）口頭方式作出（第107條）——這是一般貨物報關制度，不是旅客紙表。行李免稅的數量與價值在所讀條文中未載明，為unknown；另，第219條允許回返居民免稅復進口其先前出口的個人物品及私人交通工具，第220條給予非居民私人交通工具臨時進口，最長一年、可續期，必要時可要求擔保。通道制度僅就到達定義；本法未設離境通道制度，離境現金申報按上述區域規則辦理。
