方向：進入北馬里亞納群島的旅客。表單與媒介：據2026-09-27實讀的財政部FAQ，「抵達北馬里亞納之前（乘飛機或船舶），你將從航空公司/船務代理或飛機/船舶乘務人員處收到一份CNMI Customs Declaration Form」——表單於抵達前發放並由旅客填寫；已抓取FAQ正文未描述電子渠道。現金（入境方向）：同一FAQ載明，「總計超過$10,000美元（或等值外幣）的貨幣、硬幣、旅行支票、匯票及/或可轉讓票據，只要在申報表上申報即可攜帶」（嚴格超過10,000美元，不含本數，含等值外幣）；海關與檢疫司進口要求頁（同日）規定，任何人明知而攜總計超過$10,000的上述物品進入聯邦「除非在進入聯邦之前於簽署的海關申報表中向海關司申報」即屬違法——此為針對人員進入的規則，非貨運條款。旅客免稅額度（FAQ，同日）：旅客可免海關稅進口菸草製品與酒精飲料，條件為旅客年滿18週歲（not less than 18 years of age，含18週歲）、物品非用於銷售、在最終下機時隨旅客同行、且非代他人攜帶；數量——符合《香菸標籤與廣告法》的香菸不超過3條（30包×每包20支）；不符合者不超過1條（10包×每包20支）；雪茄不超過1磅；其他菸草不超過1磅，或上述任意組合淨重不超過1磅；蒸餾酒精飲料不超過77盎司，或葡萄酒不超過128盎司，或啤酒/其他麥芽飲料不超過288液量盎司，或任意組合不超過相應等量。進口要求頁另載：個人/非商業用途物品價值$1000及以下（含）不徵消費稅；每人進入聯邦可為個人使用與消費進口最多10包無美國聯邦警示標籤的香菸。據海關與檢疫司手冊（2026-09-25）：進入北馬里亞納的旅客須提交填寫完整的申報表，進口商、船務代理及旅客須在入境時申報全部物品與商品（用於銷售、使用、製造、租賃等商業用途的進口物品應稅；未申報或低報將受罰）。領土邊界（背景說明——19 CFR 7.2(b)證明的是這一行政邊界，而非本程序所記的任何旅客申報行為）：進入北馬里亞納的進口不適用《1930年關稅法》及19 CFR第一章；北馬里亞納海關管理隸屬北馬里亞納群島政府——美國本土旅客規則不自動適用。離開北馬里亞納旅客的現金規則未見於本程序所引已抓取頁面；離境現金義務另見記錄MP-outbound-currency-declaration（6 CMC §2306）。
