線上C5最早可於到達前30天內填寫；PICA亦允許到達後在機場現場完成（提供Wi-Fi、平板與人員協助）。官方未規定必須提前提交的硬性時限。
JCA規定自2023年9月1日起所有入境旅客須經enterjamaica.gov.jm完成並提交電子C5以在國際機場完成通關，訪客與居民均免費（PICA客服FAQ亦明示線上C5免費）。PICA現行旅行證件頁要求所有入境牙買加旅客出示已完成並簽署的入境/海關C5表，線上或實物表均可。C5表內即詢問是否攜帶超過10,000美元或等值現金/貨幣工具——此為同表問項，有別於獨立的POCA CTR報告——並詢問物品是否超過個人免稅額或含轉售禮品。關稅優惠屬資格認定、無獨立提交程序：JCA Passenger Allowance頁載18歲及以上旅客對其他個人/家用物品可獲總額不超過1,000美元的額外優惠，飛機/船舶機組不適用；2020版紙質C5卡則印US$500免稅額及免稅菸酒量（200支香菸或50支雪茄或230克菸草、1升烈酒、1升葡萄酒、170毫升香水酒精及340毫升花露水）——兩額版本差異此處未調和。
