適用對象、例外與限額（完整說明）
據稅務局旅客手冊，旅客跨越格魯吉亞海關邊界時，遇下列情形須申報物品：物品用於經濟活動，不論其數量與價值；進口受限及/或需特別許可或執照；進口物品數量或/和價值超出格魯吉亞稅法典既定稅惠限額；旅客享受稅法典為'每逾6個月期在境外'及/或入境格魯吉亞定居所設稅惠；或進口、出口任一方向均可觸發——攜運本幣及/或外幣現鈔、支票及/或證券，合計金額超過30,000拉里或其等值外幣。手冊另將網購經郵政遞送進口的物品列入申報觸發。現行彙編海關法典（Matsne 第10版，第169條）佐證現金與證券'超過30,000拉里'的嚴格閾值及進、出兩方向；該條罰款系對逃避海關監管或申報不實的處罰，絕非申報服務費。來自同批2020年稅務局配套手冊的限界說明（未對2026年實施細則核驗，亦非獨立旅客申報程序）：陸/海運非食品每30個日曆日≤500拉里且≤30公斤、食品每個日曆日≤500拉里且≤30公斤免進口稅；航空非食品≤3,000拉里且≤30公斤（英文頻率句有缺詞）；郵政非食品≤300拉里且≤30公斤；菸酒免稅另須年滿18歲並設數量條件；個人需要藥品≤10標準包裝可無醫療文書進出境，超過10標準包裝須相關醫療文書，特別管制麻醉/精神藥品須醫療文書且限31日用量，手冊舉例並非完整現行法定清單（另查《格魯吉亞麻醉品、精神藥物、前體與麻醉救助法》及2004年1月22日第22/n號令）。海關查驗旅客及行李屬檢查權而非旅客申報表單；以上均不表明所有處方藥被禁止。申報相關費用仍為 unknown：商品稅額、貨物清關服務費與現金申報費不得相互混同，亦不得與處罰混同。
