唯一已證實的旅客主動提交。據《進口規程——個人進口與行李》V3.0（2026年5月25日發佈，2019年5月首次發佈）Arrival段，所有入境福克蘭的旅客須填寫一張生物安全/海關申報表，交由海關或生物安全官員查驗後方可獲准進入群島；已填申報卡由生物安全部門留存。應報物品在抵達現場受檢；存疑物品被沒收交生物安全部門進一步檢查；海關與生物安全對隨機旅客抽查以核驗申報正確真實；不合規的禁止或限制物品當場扣留或沒收，填發《扣留/沒收通知》（原件交旅客，海關、生物安全各存一份），旅客獲告知處理、理由及可上訴；機場設自棄桶供丟棄誤帶的不允許物品。個人進口食品條件是同一張卡的觸發情形、而非另一程序：個人進口須在抵達時向海關申報並接受生物安全檢查；特定水果、肉類及乳製品僅在附件1條件內可作為個人進口免進口許可/衛生證書攜帶——許可清單內水果須購自英國或智利、商業包裝貼標、肉眼無泥土病蟲害、附購買憑證，每人最多合計5公斤；肉、肉製品及奶酪須來自歐盟（帶EU標誌）或歐盟認可的非歐盟企業、原封包裝，每人最多5公斤；乳與乳製品須為UHT且原封包裝並清晰標註UHT；蛋殼須帶British Lion（英國獅）標、無糞便羽毛，每人最多12枚；魚及魚製品須密封商業包裝；加工植物產品與加工肉類/乳製品同樣須密封商業包裝並標明產品、加工方式、廠商及原產國。5公斤數字僅是上述特定品類的條件性生物安全准入限量，不是所有物品的合計海關免稅額；各品類是否合併計算原文未述、本文不自行累計。超出個人額度的進口（如種用馬鈴薯、個人攜植物等）須辦理進口許可，可在行前申請；個人可申請單一進口許可，非商業進口適用優惠費率（數額未載明）。農業部旅行頁對超出其行李額度指南的自用進口重複同一義務——抵達時向海關申報、接受檢查，未達標或未申報可被沒收（該頁額度指南本身為圖片，本批文本抽取未捕獲其內容）——故併入同一張卡、不另立程序。原FK-customs-rules-reference獨立條目併入本條：其內容為同一規程的進口條件與同一張卡，無獨立第二提交動作。官方訪客頁要求所有訪客向Customs & Immigration提供在福期間住宿地點詳情，但未證明存在獨立移民表格或提交載體，僅憑該句不立第二程序。現金申報門檻與普通海關免稅額本批未獲任何本地官源正文覆蓋、仍屬未知；英國本土數字不得套用於福克蘭群島。
