《第173/2013號公告》（厄立特里亞政府《厄立特里亞法律公報》2013年第21卷第1期，阿斯馬拉，2013年2月20日）第6條：對旅客攜入或攜出厄立特里亞的外幣金額不設限制，但攜入或攜出金額「超過」一萬（10,000）美元或其等值其他可兌換貨幣時，須填寫厄立特里亞銀行製作的申報表，並在厄立特里亞的入境或出境口岸提交給厄立特里亞海關官員。門檻為嚴格標準：僅高於10,000美元等值的金額觸發申報；恰為10,000美元不觸發。該義務為附條件義務，適用於入境與出境兩個方向的可兌換外幣；第6條不涵蓋無記名可轉讓金融工具，亦不得推定涵蓋貨物或個人電子產品（見未決項 er-goods-electronics-primary-source）。2025年7月ESAAMLG互評估獨立報告：厄立特里亞仍在執行第6條超過10,000美元的入出境書面申報制度，且無記名可轉讓金融工具及郵寄、貨運不在覆蓋範圍內——該報告屬時效性佐證，非厄立特里亞法律。第7條第(3)款：攜入或攜出超過10,000美元等值外幣而未填寫並向海關官員提交申報表的，經有管轄權的民事法院定罪，除沒收該款項外，處簡單監禁（10日至3年）或不超過五萬（50,000）納克法的罰款。第2條廢止並替代第101/2005號及第102/2005號法律通告，二者不得再引為現行法。第8條：本公告自公報公佈之日起生效，即2013年2月20日。英國FCDO旅行建議稱「10,000美元或以上」，在恰為10,000美元時與公報衝突；厄立特里亞政府公報為原始法律淵源並優先適用——FCDO不用於支持本程序。
