South Africa Traveller Declaration: Official SARS Site and 24-Hour Rule
Free customs filing for entry and exit. No declarable goods still means a Nil declaration.
Free customs filing for entry and exit. No declarable goods still means a Nil declaration.
The South African Revenue Service (SARS) runs the Traveller Declaration through SATMS. Use it to declare goods, currency and other relevant items on entry or exit. The electronic declaration rules have applied since 1 July 2026.
This is a Customs procedure. It does not replace a visa, the Department of Home Affairs ETA or immigration inspection. A declaration confirmation does not grant entry permission.
The online declaration itself is free. SARS explicitly confirms this in its fee notice. Customs can separately assess duties, VAT or security for particular goods. A free declaration does not mean every customs transaction is free.
The requirement covers South African citizens, residents and foreign travellers entering or leaving by air, land, sea or rail. If you have no declarable goods, use Nil when its conditions apply. Do not skip the form.
The exemption is limited to air or sea passengers only transiting while remaining in the designated transit area, or not leaving their original aircraft or vessel. A connection involving entry into South Africa is not covered merely because the ticket continues elsewhere. This is not a land-transit exemption.
Children and infants also need declaration coverage. A parent or legal guardian can submit on their behalf. Prepare companions’ details, but ensure every traveller has a declaration; do not assume adding one name completes an entire family’s filings.
Submit within 24 hours before departure, not at least 24 hours ahead and not 24 hours before arrival.
If information changes after submission, update it before entering the Customs processing channel. Follow the official system or ask SARS for help; this guide does not prescribe an unverified edit button.
Rail journeys have specific station procedures. Travel through a non-designated place without Customs staff requires prior online declaration and compliance with SARS instructions; do not assume assistance will be waiting there.
SARS says it sends confirmation and instructions by email. Keep the confirmation on your phone or print it. Read the instructions for your port and goods.
On arrival, complete immigration, then proceed to Customs as instructed. On departure, complete the instructed Customs matters, such as goods registration or VAT-refund checks, before immigration. The SARS confirmation is for Customs; showing it at immigration does not complete those customs duties.
Ask Customs staff or use a self-service terminal where available. Paper declaration is limited to system failure, unavailable connectivity or other reasonable inability to file electronically; it is not an unrestricted alternative. Assistance does not remove the declaration requirement or guarantee clearance under other entry rules.
For currency and monetary instruments, consult the current SARS FAQ and rules. Different official documents discuss different thresholds; do not treat an allowance without prior approval as an automatic exemption from declaration.
Use the 12-item preparation guide before opening the official form. This independent guide provides no local pre-check and is not affiliated with SARS.
