The tourist eVisa application does not live on a .gov.sa host. That is worth stating plainly rather than glossing over: the portal calls itself the official tourist eVisa portal, and its terms page says the service is operated by the Ministry of Tourism, but the hostname itself carries no government suffix.
The way to check that you are in the right place is to arrive from a government page and then read the address bar.
The older visa.mofa.gov.sa address is not the clearest current entry point for the ordinary eligible-country tourist eVisa.

If your passport is not on that list, the route is different, not closed.
Holders of specified valid US, UK or Schengen visas or permanent residence, and GCC residents, must use the finder, because their eligibility is decided on different terms from the 66-country list. Transit visas, Umrah and Nusuk permits, Hajj visas and GCC-resident routes are separate products.
The tourist visa base government fee is SAR 300.
That is the base, not the total. Mandatory medical insurance, VAT and the payment amount all affect what you are charged at checkout. Budgeting SAR 300 flat and then meeting a larger number is the most common surprise in this flow, and it is not a middleman markup.
The tourist visa covers tourism, events, family and relative visits, leisure, and Umrah excluding Hajj. It does not cover Hajj, study or work.
The Umrah visa is applied for through KSA Visa, and the Umrah permit through Nusuk. Hajj requires its own visa and permit. A tourist eVisa does not stand in for either.
The eVisa is normally valid for one year, allows multiple entries, and permits stays of up to 90 days. The passport needs at least 6 months of validity at entry.
A second visit in the same year usually needs no second visa. Check the validity on the issued document before buying again.
