It lists the conditions the ministry publishes on its Instruction page and FAQ, in the order you meet them.
Section 1: Route and eligibility
1. Nationality. Check the 64-state list before creating an account. Outside it, the e-visa route does not exist.
2. Purpose of travel. Private or business visit, tourism, or attendance at a scientific, cultural, socio-political, economic or sporting event. There is no transit option to select.
3. Children. Every minor child needs a separate application and a separate e-visa, even when registered in your passport. Applicants under 6 pay no consular fee.
4. Medical insurance. Required for the whole stay and valid in Russia, with exemptions on the basis of reciprocity. The FAQ says missing insurance data alone is not a reason for refusal.
5. Payment card. A card issued outside Russia. The amount appears at the payment step, invoices come in dirhams or yuan, confirmation takes 20 to 45 minutes, and nothing is refunded.
Section 2: Account and documents
6. Email address. Notifications go here and to your personal account. The ministry asks you to avoid Gmail because delivery has been unstable and delayed.
7. Passport number. From the machine-readable passport you will carry. If the field rejects it, the official advice is to write to evisa_info@kdmid.ru with a passport photo attached; the rule the field applies is not published.
8. Passport data page. A digital photo in JPEG format of the data page of the passport you will use at the border.
9. Face photo. Taken within 6 months, full face, neutral expression, plain light background, no shadows. Rectangular, 35x45 aspect ratio, face taking 70-80 percent of the photo.
10. Passport validity. At least 6 months from the date the application is submitted, plus space for border stamps. Issued by your country of nationality and machine-readable.
Section 3: Dates and border
11. Intended entry date. Submit no earlier than 86 days and no later than 4 days before it. The site’s calculator uses DD.MM.YYYY.
12. Length of stay. No more than 30 days from entry, and exit no later than 120 days after issue. Arrival and departure days both count.
13. Crossing points. Entry and exit must both sit on the approved list, from Moscow’s four international airports to Vladivostok Knevichi by air, and a separate road, rail, sea and pedestrian set.
After submission
Processing takes up to 4 calendar days and does not count the day of submission. The status moves through “Draft saved”, “Payment required”, “Application is being processed”, “Correction required” and “Processing completed”. A returned application must be corrected and resubmitted, and the clock restarts from that resubmission.
When the decision is made, download the PDF and print it. Show it when boarding and again at passport control, with the passport used in the application.
