The current page says:
If the result says Enter visa-free and you meet its conditions, do not buy an A1 tourist visa.
Hayya began as the 2022 World Cup entry card. That is no longer its only role. The Government Communications Office says Qatar Tourism relaunched the platform and made it the central hub for tourist and event visas.
The government page links directly to hayya.qa. The domain is not .gov.qa, so use that government link or the link from Qatar Tourism when checking the spelling.
The public portal lists:
GCC citizen and GCC resident are not the same status. A GCC citizen needs no visa; a non-GCC citizen who lives in a GCC state may be routed to A2.
Qatar Tourism lists QAR 100 for a tourist visa applied for through Hayya. For A1, the route prompt says a hotel reservation is required during the application and payment is requested after approval.
Some arrival routes require a Discover Qatar hotel booking. Follow the accommodation instruction in the live result rather than attaching a booking from another route.
The public checker states that the passport must remain valid for at least 3 months from arrival or entry.
