The IMUGA Traveller Declaration is a free submission that every foreign arrival makes within the 96 hours before arrival. The portal sits under immigration.gov.mv, the Maldives government domain.
It is one submission per arrival. Nothing in the official flow charges a fee, offers priority handling, or asks you to buy anything.

Maldives Immigration announced on 13 August 2024 that outbound travellers are no longer required to submit the declaration, effective 15 August 2024.
If a page or a message tells you to file a departure form before flying home, it is describing a rule that was removed two years ago. There is nothing to pay for and nothing to file.
The declaration is not the visa

The tourist visa is issued on arrival, and there is no pre-approval step to buy in advance. Anyone selling a Maldives tourist visa approval before travel is selling something the official process does not have.
The Traveller Declaration is the separate part, and it is still mandatory for foreign arrivals. The two do not replace each other.

The public first step of the portal reads the passport data page by scan or upload, asks the purpose of visit, and asks for a permit number and expiry when a permit applies to that traveller.
The official tourist entry page also names personal details, travel information and accommodation details among the requirements.

Check the address bar. The government host is imuga.immigration.gov.mv, and the declaration is free. A page that shows a price for this form is not the portal.
