Every foreign arrival in the Maldives submits the IMUGA Traveller Declaration within the 96 hours before arrival. It is free, and it runs on a government host.
Outbound travellers no longer submit anything. Maldives Immigration removed the departure declaration from 15 August 2024. Guides that still tell you to file one before flying home are out of date.

- Cost: free. There is no official express tier and no official service charge.

- Visa: the tourist visa is issued on arrival with no pre-approval. The declaration does not replace it.
