Individuals using passports or passport-equivalent documents at international border gates must declare foreign cash exceeding USD 5,000 equivalent, or Vietnamese cash exceeding VND 15,000,000, on both entry and exit. Border-pass travel is governed separately. Incoming foreign cash of USD 5,000 equivalent or less must also be declared if it will be deposited into a personal foreign-currency payment account. Travellers cheques, bank cards and other securities are excluded from these cash thresholds. Outbound amounts above the threshold generally require an authorised-bank certificate or State Bank approval; a Customs-confirmed declaration of the latest import can instead support re-export not exceeding that import, on the next departure within 12 months. Article 18(4)(b) of Circular 20/2022 amends certificate issuance in Article 5(1)(a), not Article 2 amounts; effective 15 February 2023. This is a separate border-cash procedure, distinct from the voluntary PAI pre-arrival pilot.
