The card "can be completed as early as 72 hours prior to travel date, or as late as upon arrival, but must be completed before seeking entry from an Immigration Officer" (10 January 2025 announcement). 72 hours before travel is the earliest opening window, not a mandatory advance deadline.
Who it applies to, exceptions and limits (full text)
Travellers complete the Online ED Card at bviedcard.gov.vg by filling the arrival, personal, travel destination, family (where applicable), and declaration sections of one form. The immigration entry information and the goods declaration to His Majesty's Customs are sections of this single form and one submission, not two procedures. Upon successful completion the applicant receives one email entailing completion notifications for both entry and declaration of goods to His Majesty's Customs, and the barcode-bearing documents are presented to the Immigration Officer and the Customs Officer. The card can be completed as early as 72 hours prior to travel date, or as late as upon arrival, but must be completed before seeking entry from an Immigration Officer. There is no charge to obtain an Online ED Card, and BVIEDCARD.GOV.VG is the only official website for the service.
