At the checkpoint when crossing the customs border in either direction: the corridor is chosen in the customs control area at places of arrival or departure; the passenger customs declaration is filled in and presented simultaneously with presenting the goods or cash to a customs officer.
Who it applies to, exceptions and limits (full text)
Government guidance establishes the double corridor system at road, rail and air checkpoints: the green channel serves personal non-commercial goods in hand luggage and accompanied baggage that are not subject to written declaration; the red channel serves goods subject to written declaration and goods declared voluntarily at the traveller's wish. Customs may still exercise control over green-channel travellers (requiring production of goods, documents and, where provided by law, personal search; currency control; taking samples; other actions). Declaration is made when crossing the customs border simultaneously with presenting the goods; goods of persons under 16 are declared by an accompanying person, and any person acting under a power of attorney may declare; the declarant is responsible for the accuracy of the declared information. One and the same passenger customs declaration (Uzbek «йўловчи божхона декларацияси» / Russian «пассажирская таможенная декларация») is triggered by: (1) Cash — Cabinet Decision No. 66 of 30 January 2018, Annex 1, current text (LEX amendment index through 05.02.2026), applies to individuals, residents and non-residents, but not to persons with diplomatic immunity: soum and foreign cash being brought in or taken out in an amount strictly above the equivalent of UZS 100,000,000 (original text: 100 000 000 (юз миллион) сўм эквивалентидан ортиқ) is passed through customs control by filling in a passenger customs declaration and presenting it to a customs officer, the total sum being indicated in the declaration; an amount equal to or not exceeding that equivalent may also be declared voluntarily. Import of cash is unlimited in quantity, subject to customs control rules. Export of cash above the equivalent of UZS 100,000,000 is in principle not allowed, except: residents — members of Government delegations travelling abroad on official business under a Cabinet order; non-residents — within (i) the unused remainder of cash declared on entry under a passenger customs declaration, (ii) funds of prize-winners or participants of international competitions (contests, olympiads) organised in the republic in the established procedure, on the basis of documents confirming the legality of the funds, or (iii) foreign cash proceeds from selling jewellery brought into Uzbekistan under a passenger customs declaration at the «Termez International Trade Centre» free trade zone, the export basis being the passenger customs declaration indicating the jewellery's name, unit and quantity plus a document (cargo waybill) certified by the purchasing legal entity (purchase point). A document underlying an export above the threshold may not be given to other persons and may be used only once; filing a declaration does not itself permit an otherwise prohibited export. (2) Finished jewellery — resident and non-resident individuals may export finished jewellery worth less than UZS 100 million without filling in a passenger customs declaration; jewellery worth UZS 100 million or more may be exported only on the basis of a passenger customs declaration. This «at or above» test differs from the strictly «above» cash test; the two boundaries must not be merged. (3) Goods — Cabinet Decision No. 244 of 19 April 2025, para 3(v): goods worth up to USD 5,000 equivalent may be taken out of Uzbekistan without presenting a customs declaration, except goods for which export customs duty rates are set by legislation — this fixes the exemption boundary only. The positive act of filling in a passenger customs declaration above that figure is stated in the Decision's text only in para 3(g), and only for one class of goods: Uzbek-made measured precious-metal bars and Central Bank precious-metal coins, where their certificates exist, may be taken out of the republic without restriction and, where their value exceeds the value set in sub-item «v» of para 3, with a filled-in passenger customs declaration (original: йўловчи божхона декларациясини тўлдириб олиб чиқишга рухсат берилади). No reverse inference is drawn from para 3(v): for other goods above USD 5,000 equivalent (other than goods for which export customs duty rates are set by legislation) the excerpted Decision text states no written-declaration consequence, and this record asserts none. The duty-free import relief under the same Decision 244 (para 1, from 1 May 2025: USD 1,000 by air, USD 500 by rail and river, USD 300 via road/pedestrian checkpoints; LEX header in-force date 20 July 2025; under para 3(a) no relief applies where the person was abroad less than three calendar days by air or two calendar days by rail/river/road, the goods then being assessed at full value; Annex 1 quantitative norms as amended 09.04.2026: alcohol including beer 2 litres; one tobacco option of 200 cigarettes, 5 cigars or 100 g tobacco; perfume/toilet water 3 items not exceeding 300 ml; biologically active supplements in 10 different names, one primary package per name, total up to 3 kg; import of the listed alcohol and tobacco is prohibited for persons under 21 and by international postal and courier shipments) is tax relief, not a separate traveller-submitted form, and exceeding relief does not waive prohibitions or restrictions. The triggers above all concern the same single passenger customs declaration: a traveller triggering several of them at one crossing files this one declaration, not multiple forms.
