At entry into and exit from Ukraine: use the green corridor (no declaration) within the stated norms, which apply once per 24 hours — for cash, 'within the stated norms' is asserted by this record only as strictly below EUR 10,000 equivalent per person, the sole cash branch confirmed as requiring no written declaration; file a written customs declaration through the red corridor when carrying declarable property, including cash strictly above EUR 10,000 equivalent per person (declared in full). At exactly EUR 10,000 equivalent per person, neither green-corridor exemption nor red-corridor written-declaration duty is confirmed (unresolved UA-cash-exact-eur10000-conflict); it is deliberately not stated as certainly exempt nor certainly declarable.
Who it applies to, exceptions and limits (full text)
Direction: travellers entering or leaving Ukraine. Per the State Customs Service (SCS) guidance page "Як проходить 'червоний' коридор" captured 2026-09-26: the green corridor is a simplified customs control channel where the traveller does not declare goods, and starting to cross the customs zone through the green corridor counts as the traveller's tacit confirmation that nothing prohibited or declarable is carried; passing customs control through the green corridor releases the citizen from filling a customs declaration. Green-corridor limits as stated by the SCS: personal items (two mobile phones, one video camera, one still camera, two portable personal computers, sports equipment, used personal jewellery and clothing, 500 ml of toilet water or 100 ml of perfume); goods with total value not exceeding EUR 1,000 for air crossings and EUR 500/50 kg for other checkpoints; cash in Ukrainian or foreign currency strictly below EUR 10,000 equivalent per person (narrowed; see cash statement at the end of this entry); alcohol — spirits 1 litre, wine 2 litres, beer 5 litres; tobacco — 200 cigarettes or 50 cigars or 250 g of tobacco (or 250 g combined); food for own consumption up to EUR 200 (per-manufacturer-packaged: one package or max 2 kg per item name; unpackaged: up to 2 kg per item; indivisible ready product: 1 piece per item); medicines up to 5 packages per item name per person (excluding narcotics/psychotropics, unless per a certified prescription). These green-corridor norms apply once per 24 hours. The red corridor requires a written customs declaration of the property carried (with receipts, labels and other documents; absent documents, customs values the goods by identical/similar prices); red-corridor goods include goods requiring permits, cultural values, securities and bank metals, medicines containing narcotics/psychotropics or precursors, other goods defined by Ukrainian laws, goods over EUR 1,000 (air) / EUR 500-50 kg (other checkpoints) imported more than once within one day, cash in Ukrainian or foreign currency strictly above EUR 10,000 equivalent per person, and pet animals with original international veterinary certificates; exceeding the norms also triggers tax payment. The SCS travellers hub page (same capture) maintains separate entry ('В'їзд в Україну') and exit ('Виїзд з України') guidance sections, links the customs declaration forms (including the passenger declaration) and cites the underlying legislation — Customs Code of Ukraine (No. 4495-VI), Law of Ukraine No. 2473-VIII 'On Currency and Currency Operations', CMU resolutions No. 450 (2012), No. 203 (2019), No. 434 (2012), No. 458 (2012), and NBU Board resolutions No. 3 (2019) and No. 5 (2019). The corridor page is service guidance restating the norms; it contains typographical artifacts in the source text (e.g. 'спожива ння', 'к рім') reproduced faithfully in the evidence file. Cash threshold is narrowed to what this record asserts: cash in Ukrainian or foreign currency strictly below EUR 10,000 equivalent per person — no mandatory written declaration (confirmed); strictly above EUR 10,000 equivalent per person — written declaration in full required (confirmed); exactly EUR 10,000 equivalent per person — this record confirms neither green-corridor passage without written declaration nor red-corridor written-declaration duty (narrow unresolved UA-cash-exact-eur10000-conflict; the underlying textual conflict is documented only in that unresolved note and the audit report, not in this procedure).
