Goods movement to and from Svalbard is subject to Norwegian Customs control since May 2022; as of the captured page (updated 27.11.2025) no customs/import duties are levied on goods imported into the Svalbard customs territory and no advance-notice/notification/presentation obligations are imposed yet.
Who it applies to, exceptions and limits (full text)
Territorial scope: Svalbard only; the captured page speaks of the 'Svalbard customs territory' and does not extend its statements to Jan Mayen. Per the Norwegian Customs page 'Norwegian Customs in Svalbard' (updated 27.11.2025, captured 2026-09-26): at the request of the Ministry of Finance, Norwegian Customs established a physical presence and control of the movement of goods in Svalbard from May 2022, and Customs is able to control the movement of goods to and from Svalbard (to prevent cross-border crime, ensure Norway fulfils its international obligations, and prevent Svalbard being used to circumvent sanctions and export controls). Norwegian Customs currently has a customs office in Longyearbyen city centre handling the control. The page states that no customs or import duties will be imposed on goods imported into the Svalbard customs territory, and that formal obligations involving advance notice, notification and presentation have as of yet not been imposed. Policy is to develop the control further so that it becomes as similar to the control on the mainland as possible, local considerations taken into account, meaning additional obligations will over time apply to goods moving to and from Svalbard. Legal basis cited on the page: Proposition to the Storting 70 L (2021–2022) amending the Customs Act, and the Norwegian Customs allocation letter for 2024 (regjeringen.no links). Boundary notes: no passenger allowance table, cash-declaration threshold or passenger customs declaration form applicable to Svalbard was captured from official sources this round; mainland Norway passenger allowances are NOT stated by this source to apply in Svalbard and are not asserted here. Jan Mayen is not covered by the captured text (see unresolved).
