When to apply

At the moment of entering or leaving the EU: complete the harmonized declaration form and lodge it with customs at the control point of entry or exit; forms are available online or at the control point.

Who it applies to, exceptions and limits (full text)

Any traveller carrying cash of EUR 10,000 or more (or its equivalent in other currencies, made up of one or more items) must declare it in writing to the customs authority at the control point of entry into or exit from the EU (i.e. crossing the EU external border, including at Slovenian control points). Cash covers: banknotes and coins; cheques, traveller cheques, promissory notes or money orders without a named beneficiary; gold coins with gold content of at least 90%, and gold bars, nuggets or clumps with gold content of at least 99.5%. The harmonized EU declaration form must be completed in one of the languages available for the country of entry/exit (non-EU language reference versions exist to help); forms are available online or from the authorities at the control point. Distinct case, not a proactive duty: when crossing Slovenia's border with other EU member states, cash of EUR 10,000 or more must be declared only if the customs authority or the police so request. Unaccompanied cash sent by post, freight or courier (EUR 10,000 or more) may be subject to a disclosure declaration only at the authorities' request, to be made within 30 days by the recipient, sender or their representative; this is not a traveller border action and is out of scope. Authorities may detain the cash and penalties apply for non-compliance.

When to apply

On arrival at the border-crossing point: declare to customs and pay the duties and taxes; a receipt is issued against payment. If the oral customs declaration is rejected, submit a regular customs declaration in one of the customs clearance departments.

Who it applies to, exceptions and limits (full text)

Traveller entering Slovenia (EU) from a third country with non-commercial personal-use goods whose value or quantity exceeds the relief thresholds must pay the prescribed duties and taxes (customs duty, VAT, excise for excise goods); all customs formalities for release of the goods for free circulation can be carried out at a border-crossing point, and after completion the traveller is free to dispose of the goods. Relief thresholds that trigger the obligation: goods up to EUR 300 per person, EUR 430 for travellers in air and maritime traffic (private pleasure flights/yacht sea-navigation excluded), EUR 150 for travellers under 15; an over-limit single item cannot be split, and relief rights cannot be cumulated between travellers. Tobacco (travellers aged 17 or older): 200 cigarettes or 100 cigarillos or 50 cigars or 250 g smoking tobacco or a proportional assortment; alcohol (travellers aged 17 or older): 1 L over 22% vol or 2 L up to 22% vol, plus 4 L still wine and 16 L beer; fuel: standard tank plus 10 L in a portable container. The traveller's customs declaration is normally made orally to customs, but where justified the customs authority may reject the oral customs declaration and require regular customs clearance, so the traveller must submit a (written) customs declaration in one of the customs clearance departments. Duty calculation (indicative): for non-commercial goods with total value not exceeding EUR 700 (except tobacco products and zero-duty goods) import duties may be calculated at a flat rate of 2.5%, unless the traveller requests tariff-rate assessment before clearance; for FTA-origin goods a preferential rate may be requested orally up to EUR 1,200 (proof of origin required above that).
