Submitted within 3 days (including arrival day) before arrival.
Who it applies to, exceptions and limits (full text)
Direction: all travellers arriving in Singapore, EXCEPT: (1) those transiting/transferring through Singapore without seeking immigration clearance; and (2) residents (Singapore citizens, Permanent Residents, Long-Term Pass holders including Student's Pass, Dependant's Pass, Long-Term Visit Pass and Work Pass) travelling through Woodlands and Tuas Checkpoints. The SG Arrival Card (SGAC) with Electronic Health Declaration must be submitted within 3 days (including arrival day) before arriving. Submission is free of charge via the SGAC e-Service or the MyICA mobile app. The SG Arrival Card is not a visa; a separate visa (where required) is still needed. The SGAC includes an electronic health declaration for disease control under the Infectious Diseases Act. NOTE: the SGAC is an immigration/health arrival card — goods declarations are administered separately by Singapore Customs via the Customs@SG traveller portal (see SG-duty-free-and-tobacco procedure).

Assessed at the arrival checkpoint (red/green channel).
Who it applies to, exceptions and limits (full text)
On arrival, liquor duty-free concession requires age 18+, at least 48 hours abroad, no arrival from Malaysia, personal consumption and goods not prohibited. Choose: 1 L spirits plus 1 L wine or beer; 1 L wine plus 1 L beer; 2 L wine; or 2 L beer. Bona fide crew have lower limits. More than 10 L liquor requires a Customs permit. Tobacco has no duty-free or GST relief; non-standardised packaging is prohibited. New personal-use goods qualify for GST relief up to S$500 after 48 hours abroad, or S$100 for a shorter absence. Work/employment/student/dependant/long-term pass holders and crew are ineligible for this new-goods relief. Used belongings are a separate relief: residents must have owned and taken them out before leaving; non-residents must have owned them before arrival and take them out again. Goods exceeding relief must be declared and tax paid through Customs@SG in advance or checkpoint kiosks; failure to declare at the red channel can lead to penalties.
