At the moment of entering or leaving Sudan, made to the Customs authorities at the border (airports and land/sea ports per CBOS Circular No. 33/2022), using a disclosure form — Article 31(3) shows a form exists, since Customs must refer a copy of it to the Financial Intelligence Unit — but the form itself and where to obtain it are not identified in the official sources read (see unresolved item sd-cash-disclosure-amount-and-form).
Who it applies to, exceptions and limits (full text)
Every natural person entering or leaving Sudan must disclose to the Customs authorities the currencies or bearer negotiable instruments in their possession which are to be transported physically across the border (Article 31(1)); "physical cross-border transportation" covers carriage by the person, in accompanying baggage or a vehicle, shipment in containers, and sending by mail (Article 3 definition). The duty attaches at the amounts that regulations specify — وتحدد اللوائح المبالغ اللازمة للإفصاح — and the 2014 Act itself contains no numeric threshold, so this procedure is conditional on reaching a regulation-specified amount that no official source read identifies: neither assume that every amount triggers it nor invent a threshold such as USD 10,000. CBOS Policies Administration Circular No. 33/2022 (14 November 2022, repealing Circular No. 7/2001 of 21 May 2001) confirms that foreign-currency cash carried by travellers (natural persons) and control of its entry and exit at airports and land/sea ports are governed by regulations and controls issued by the Customs Authority and the Financial Intelligence Unit, likewise without any figure. Non-disclosure counts as "false disclosure" (Article 3 definition); on false disclosure Customs may demand additional information on the source and intended use of the funds (Article 31(2)), may seize part or all of the currency or instruments on suspicion of money laundering or terrorism financing, or on false disclosure (Article 32), and must refer the information plus a copy of the disclosure form to the Financial Intelligence Unit (Article 31(3)); violating Article 31 is punished with a fine equal to double the amount subject to the disclosure (penalties article). Legal basis: the AML/CFT Act 2014 as published by the Central Bank of Sudan; by its Article 2 it repeals the AML/CFT Act 2010 (that Act's regulations, procedures and decisions remain in force until repealed or amended), so the 2010 Act must not be cited as current law. This record covers Sudan (SD) only, not South Sudan (SS); bank foreign-currency sale limits (e.g., USD 3,000) are domestic FX transaction limits, not border declaration thresholds.
