Confirm the current threshold before travel; submit the e-declaration via the app/website, and complete the cash/valuables declaration at the port customs declaration office on entry or exit.
Who it applies to, exceptions and limits (full text)
Mandatory for travellers entering or leaving Saudi Arabia through air, land or sea ports carrying currency, bearer negotiable instruments, gold bars, precious metals or stones, or worked jewelry valued at the threshold ZATCA currently publishes — SAR 40,000 or its equivalent in foreign currency. The Declaration and eService pages phrase the trigger as '40,000 riyals or more', while the disclosure pages say 'exceeds SAR 40,000', so whether exactly SAR 40,000 triggers the declaration is unresolved (see SA-40k-wording-and-effective-date); the amending legal instrument and its effective date have not been read. Legal basis: Article 23 of the Anti-Money Laundering Law, Royal Decree M/20 of 5/2/1439H (25 Oct 2017). Procedure: submit the e-declaration via the ZATCA app/website and show the reference number to the customs officer; travellers declaring currencies, bearer negotiable instruments or precious metals at the 40,000-riyal level must still complete the declaration at the port customs declaration office even after e-declaring (air/sea ports: departing — after check-in counters, before the departure hall; arriving — after passport control and baggage claim; land ports: before the customs checkpoint on arrival, before vehicle check-out on departure). Submitting the declaration is free; customs duties/taxes on declared goods and any penalties are separate liabilities.

At entry or departure, as applicable; paying taxes and fees on goods is separate from submitting the declaration.
Who it applies to, exceptions and limits (full text)
Applies to the goods side of the traveller declaration (the cash/valuables threshold is separate, at SAR 40,000 on current pages). Covered: goods in commercial quantities; excise goods such as tobacco products and derivatives (disclosure pages list quantities exceeding 200 cigarettes or 500 grams); prohibited or restricted goods, including materials requiring prior approval (e.g. medicines, drones); and personal purchases or incoming gifts above the SAR 3,000 level. The 3,000-riyal figure is named only for incoming gifts and personal purchases, and the departing-traveller declarable list is limited to cash/valuables at the 40,000-riyal level, items prohibited for export (such as antiquities) and subsidized items, so it is an arrival-side threshold and is not applied to departure; whether exactly SAR 3,000 triggers is unresolved (see SA-3000-goods-wording). Legal basis as cited by the Declaration pages: Article 60 of the Common Customs Law ratified by Royal Decree (M/41) dated 3/11/1423 (the law text itself was not read). For personal purchases or new gifts above the 3,000-riyal level, or tobacco products and derivatives, the traveller may complete the declaration and pay the prescribed fees and taxes entirely online without visiting the declaration office at the port; restricted or prohibited goods still require the customs declaration office at the port even after e-declaring (office locations as in the cash procedure). Submitting the declaration is free; the prescribed fees, taxes and duties on taxable declared goods are separate liabilities, not a filing fee.
