When to apply

Issued on arrival; no prior application required. Citizens of countries not visa-exempt may instead apply online or at a Rwanda diplomatic mission in their country of residence before departure; those applying online have the option to pay online or upon arrival.

Who it applies to, exceptions and limits (full text)

From 1 January 2018, citizens of all countries are allowed to get a visa upon arrival without prior application. The visa fee depends on citizenship and visa class; the page states no single fixed amount for the procedure, only that visa fees must not exceed 50 USD (single entry) or 70 USD (multiple entry). Citizens of countries that are members of the African Union, the Commonwealth or La Francophonie get visa on arrival with the visa fee waived for a 30-day visit; a citizen of an East African Community member state is issued a pass/entry visa free of charge on arrival to stay for six months; and citizens of the countries listed on the page are granted a 90-day visa free of charge on arrival. Citizens of countries not visa-exempt may alternatively apply online or at the Rwanda diplomatic mission of their country of residence before departure.

When to apply

Declared to Customs on arrival. The same RRA pages introduce their exemption summary by citing Art. 1 of Law No 54/2006 of 31/12/2006 (modifying and complementing Law No 21/2006 of 28/04/2006 establishing the customs system) and Art. 137 of Ministerial Decree No 003/07 of 09/05/2007, listing categories such as personal luggage of travelers, personal effects, and consignments of negligible value (F.O.B. value does not exceed 100,000 RWF); apart from the 500,000 RWF form-selection threshold, the pages state no other monetary split between 126 Bis and DD COM.

Who it applies to, exceptions and limits (full text)

Every person arriving in Rwanda must declare to Customs all goods and articles in their possession — orally, on form 126 Bis, or by DD COM — with the route depending on the value of the goods. Form 126 Bis applies where the value is less than or equal to 500,000 RWF; above that value, a DD COM must be established. (The English page's threshold sentence is defective: it omits the comparator, reading 'the value must be or Equal 500.000frw'; the comparator is taken from the same page's French-site version, 'value must be < or = 500.000frw; above that value a DD COM must be established', and Kinyarwanda version, 'mu nsi cyangwa kangana n’ibihumbi 500,000 … hejuru yaho DD COM igomba kugaragazwa' — below or equal to 500,000 … above that, a DD COM must be established.) The 500,000 RWF figure is a form-selection threshold, not a duty-free allowance: relief depends on the separate exemption categories listed on the same RRA pages (personal luggage of travelers; consignments of negligible value whose F.O.B. value does not exceed 100,000 RWF), and goods beyond the allowances attract duties and taxes. If a person denies carrying items, customs may examine belongings and packages and search the person; before a physical examination the officer must be satisfied that the presenter of the declaration is the actual owner. No medium (paper or electronic) is specified for either form, and no separate value rule is stated for the oral route.

Who it applies to
