Who it applies to, exceptions and limits (full text)
Russia applies the Customs Code of the Eurasian Economic Union (EAEU) at its border. Cash and/or traveller's cheques must be declared when their total, brought in at one time, exceeds the equivalent of USD 10,000 at the exchange rate on the day the passenger customs declaration is filed (Customs Code Article 260(1)(7)); the whole amount is declared, not only the part above the threshold. At or below the equivalent of USD 10,000, declaring is optional. Bills of exchange, bank cheques and securities must be declared whatever the amount. The declaration is made on the passenger customs declaration (Article 260(3)), completing its annex for cash and monetary instruments. If the total exceeds the equivalent of USD 100,000, documents showing where the money came from must be submitted with the declaration. Where a two-channel system operates, travellers with goods to declare use the red channel (Article 257). This item covers entering Russia; leaving Russia with cash is a separate item.

Presidential Decree No. 81 of 1 March 2022 (item 1, sub-item "zh") prohibits, from 2 March 2022, taking foreign cash and/or monetary instruments in foreign currency out of Russia in an amount exceeding the equivalent of USD 10,000, calculated at the Bank of Russia official rate on the day of export. The Bank of Russia navigator of restrictive measures (as of 1 May 2026, the version linked from its navigator page) lists this export as not permitted for both residents and non-residents, with no end date set, and lists foreign cash up to USD 10,000 inclusive as needing no permission. The exceptions it lists are for authorised banks and VEB.RF, not for travellers. The Eurasian Economic Union declaration duty also applies on exit: cash and/or traveller's cheques taken out at one time totalling more than the equivalent of USD 10,000 must be declared on the passenger customs declaration, stating the whole amount (Customs Code Article 260(1)(7), 260(3)); bills of exchange, bank cheques and securities must be declared whatever the amount. The sources do not say how the foreign-currency cap and the declaration duty combine when a traveller also carries roubles; ask customs before travelling with large sums.
