When to apply

At the port of first arrival, on the assigned conveyance, or at a CBP preclearance office.

Who it applies to

Puerto Rico is inside the U.S. customs territory, so travel between Puerto Rico and the U.S. mainland raises no international customs declaration. Only articles brought into Puerto Rico from outside that customs territory must be declared to CBP at the port of first arrival, on an assigned conveyance, or at a CBP preclearance office. An oral declaration is accepted only under the conditions of 19 CFR 148.12; otherwise the arriving person completes a written Customs Form 6059-B under 148.13. Specific San Juan counters and kiosks are unverified.

When to apply

For the traveller physically carrying the currency: at the time of entry into the United States or at the time of departure from the United States, with the Customs officer in charge at any Customs port of entry or departure. The 15-day recipient filing and the by-mail filing for instruments not accompanying the person concern mailed or shipped currency and are legal background only, not part of this traveller-carried procedure.

Who it applies to, exceptions and limits (full text)

Subject scope and direction: strictly limited to a traveller physically carrying currency or other monetary instruments in an aggregate amount exceeding US$10,000 at one time between Puerto Rico and any place outside the United States — person-carried cash across the international boundary only. For Title 31 the Commonwealth of Puerto Rico is part of the United States (31 CFR 1010.100); under 31 CFR 1010.340(a) each person who transports, mails or ships (or causes or attempts) such amounts from the United States to any place outside, or into the United States from any place outside, must report — the mail/ship limbs, the 1010.340(b) 15-day recipient filing and the 1010.340(c) bank/carrier exemptions are statutory background delimiting the rule's reach only, and no cargo, mail or recipient filing is listed as a traveller procedure for this site. Consequently movement between Puerto Rico and the U.S. mainland alone lies inside one Title-31 'United States' and does not trigger this report. Type: the report is a Report of International Transportation of Currency or Monetary Instruments (CMIR) under 31 U.S.C. 5316 on FinCEN Form 105, to be filed with the Bureau of Customs and Border Protection — the form's traveler instruction reads that travelers carrying currency with them 'shall file FinCEN Form 105 at the time of entry into the United States or at the time of departure from the United States with the Customs officer in charge' — so the record is classified as customs_declaration, a separate action from the baggage declaration. Any fee and any San Juan-specific filing counter remain unknown.
