Douanes de Saint-Pierre-et-Miquelon – service de la surveillance

When to apply

When triggered, the action is performed at arrival, in person, with the customs surveillance service (service de la surveillance), which is competent for immediate clearance of all over-allowance goods destined for the traveller's personal use or held for others, without value limit. Duties and taxes are collected on the spot by bank card or bank cheque; travellers must carry the necessary payment means and the invoice or till receipt supporting the value, and receive a quittance. For EU duty-free (détaxe) sales vouchers covering personal purchases above EUR 100 TTC per voucher: if the surveillance service is absent when the flight arrives, contact the brigade within two clear days (tel. 554730 or 553023) to regularize the vouchers.

Who it applies to, exceptions and limits (full text)

Condition-triggered, not a blanket entry form: the direct official sources attach the traveller's own declaration and on-the-spot clearance action only to goods that must be cleared — goods above the franchise, above the annexe 2 quantitative limits, excluded from the franchise by annexe 2, or covered by EU duty-free (détaxe) vouchers; no source in hand shows a submission duty on every entrant. Travellers entering Saint-Pierre-et-Miquelon (SPM) by air or sea with accompanied non-commercial goods (carried on the person, in cabin or in checked baggage) owe this action only where: the global value of the goods exceeds the allowance — EUR 500 TTC per adult, EUR 250 for minor travellers and EUR 45 for crew (pacotille), the 500/250 amounts still being listed on the current local customs traveller page and set by chapter VI as amended by deliberation 207/2019 (in force since 1 January 2020) — the allowance being individual, not poolable, with no splitting of a single item's value, so one over-limit item is taxed on its full value; the traveller over 17 exceeds the annexe 2 quantitative limits (400 cigarettes or 150 cigarillos or 75 cigars or 400 g of smoking tobacco; 4 litres of table wine plus either 1.5 litres of spirits over 22° or 3 litres at 22° or below; far lower quantities for crew) — both source annexes head these tobacco and alcohol tables «voyageurs de plus de 17 ans uniquement», so the quantities apply only to travellers aged 18 or above: travellers under 18 have no annexe 2 tobacco/alcohol duty-free allowance, and any tobacco or alcohol they carry cannot be covered duty-free by the adult quantities in the table (400 cigarettes, 4 litres, etc.) but must be declared and cleared with the local customs as goods that must be cleared (the sources state no absolute import prohibition for minors, and no other country's age line is borrowed); or the goods fall in the annexe 2 single-use-plastic tariff lines excluded from the franchise, as replaced by deliberation 260/2019 of 18 December 2019 (import remains allowed but is fully taxed). These allowances, ages and quantities are applicability conditions of this one clearance action, not stand-alone procedures. The customs duty 20% / taxe spéciale 28% / octroi de mer 50% figures are those printed in the 2019 deliberation annexes with effect from 1 January 2020 and have not been re-verified against later tariff amendments (see unresolved PM-franchise-later-amendments); they are goods taxes, not a declaration service fee. Within the allowance and the limits such imports are free of duties and taxes. EU-origin goods in personal baggage bear no customs duty and no landing duty (droit de débarquement). SPM applies its own customs code and franchise code: EU or metropolitan-French traveller allowances must not be substituted.

When to apply

Triggered by the EUR 10,000 (or equivalent) threshold. Any one of the channels listed by the DGDDI discharges the single obligation: online via the DALIA teleservice (which the DGDDI recommends using preferably), at the earliest 30 days before the travel date and at the latest before the border is crossed; or the paper form COM; or deposit with the customs service at the moment of entry into or exit from the territory. No declaration may be lodged afterwards as a regularization.

Who it applies to, exceptions and limits (full text)

Threshold-triggered single obligation with a choice of filing channels; below the threshold there is no declaration duty, and none of the channels is exclusive. Any natural person — resident or not, owner of the cash or not — carrying cash of EUR 10,000 or more (or the equivalent in another currency) on them, in their baggage or vehicle, into or out of Saint-Pierre-et-Miquelon to or from a foreign destination. The DGDDI names Saint-Pierre-et-Miquelon expressly (arts. L722-6 and L722-7 of the code monétaire et financier; the paper form COM rests on art. L721-2 for SPM). "Cash" covers banknotes and coins, bearer-negotiable instruments (bearer cheques, traveller's cheques, money orders, promissory notes...) and gold; for EUR 50,000 or more the declaration must be accompanied by documents justifying the origin of the cash. Interbank or dematerialized transfers are outside this customs declaration. Whether specific legs (e.g., SPM–metropolitan France) count as "foreign" is not settled by the sources in hand — see unresolved PM-cash-routing-detail.

When to apply

Triggered at arrival once the EUR 1,524 threshold is exceeded: the surveillance service places the goods under temporary deposit; the detailed declaration must then be lodged with the recette des douanes de Saint-Pierre — the office named by the page — which regularizes the situation and issues the release order (bon à enlever) for delivery of the goods.

Who it applies to, exceptions and limits (full text)

Narrow, condition-triggered branch for goods of commercial character held by a traveller, for the traveller's own account or carried for others (the page's wording: marchandises détenues à titre commercial par un voyageur, with a déclaration en détail that the page calls obligatoire). This is not a form for ordinary travellers: personal-use over-allowance goods of any value are cleared immediately on arrival by the surveillance service without any detailed declaration, and only the commercial-character branch above the threshold switches to the detailed track. The surveillance service clears such goods immediately up to a value of EUR 1,524 (art. 3, deliberation 231/97 of 22 December 1997); above that statistical threshold the detailed customs declaration (déclaration en détail) is due. The page frames the traveller carrying the goods as the acting party — travellers are deemed owners of everything in their baggage and debtors of the duties — and the sources describe no broker or agent as the compulsory filer.
