When to apply

Digital: the customs text allows completion within seventy-two (72) hours before arrival, and says the declaration must be presented 'no later than seventy-two (72) hours' without stating the anchor; the 72-hour wording is tied to arrival ('arribo al país'), so it is evidenced only for entry declarations, and the filling window for digital exit declarations is not stated. Paper: completed by hand and under oath at the port and handed to the designated ANA officer; no advance deadline stated.

Who it applies to, exceptions and limits (full text)

Every traveller entering or leaving Panama through any authorized route must file the sworn Traveller Declaration (Resolución 602 of 11 Dec 2019, art. 1). A family group files one single declaration (RECAUCA art. 579). The declaration may be digital or manual (Resolución 079 of 4 Apr 2024); paper forms are issued free at border posts, ports, airports and marinas (Decreto Ejecutivo 472 of 18 Aug 2017, art. 6). The same single declaration covers entry or exit carrying cash, values or negotiable instruments strictly exceeding B/. 10,000.00, which additionally requires explaining their origin and final recipient to ANA at a secondary interview or by documentation (DE 472/2017, art. 6). The online form's first screen lets the traveller choose declaration type entry or exit and the customs office of entry or exit.
