Who it applies to, exceptions and limits (full text)
Royal Oman Police Customs' General Regulations, addressed to the traveller 'arriving and departing', require declaration of currencies and bearer securities, or banknotes, or precious metals or gemstones convertible into cash 'which exceed (6000 riyals) six thousand riyals' (Arabic: 'تزيد قيمتها عن (٦٠٠٠)' — strictly above — adding 'and their equivalent in other currencies'). The same page's specific Customs Declaration section, issued under AML/CFT Law No. 30/2016 and the National Committee for AML/CFT Decision No. 1/2017, instructs in English: 'this form must be filled in by whoever carries 6,000 (six thousand) Omani Rials or more, or the equivalent thereof' — explicitly inclusive; its Arabic counterpart says the traveller carries with him the amount (6,000) six thousand Omani rials or its equivalent in paper currencies, stones and precious metals, without an explicit comparator at exactly 6,000. Operational reading: the agency's current form-filing instruction states the trigger inclusively ('or more'); the legal boundary at exactly OMR6,000 is NOT asserted as settled, because the general wording in both languages says 'exceed' and Decision 1/2017's original text is unavailable (see OM-exact-6000-legal-boundary-unresolved). Neither official wording is overridden. The section links to the Customs Single Electronic Window service 'Declaration of money and precious items' (الإقرار عن أموال ومتعلقات ثمينة); its entry gate asks for the passport/ID number (entered twice), date of birth and a verification word, and no fee appears on the observed page or gate — with no assumption that online submission is universally required or that it completes the process (see OM-currency-eform-downstream-unobserved). Under the page's General Provisions, not declaring the cash, traveler's checks or precious metals specified in law is illegal under Article (53) of the Money Laundering and Terrorism Financing Law.
