Every passenger completes the physical arrival card on arrival, including the Customs and Biosecurity sections at the back. Local residents and regular returning visitors may optionally complete the online arrival form within 24 hours before departure to use the Express Lane, but they must still complete the physical card on arrival. The online form must not be completed more than 24 hours prior to departure. Physical-card completion is captured in two wordings: full name and sections D and E per the form page; name, date of birth, passport number and sections D, E and F at the back per the 2026-02-05 notice.
Who it applies to, exceptions and limits (full text)
Every passenger fills in a physical arrival card on arrival, including the Customs and Biosecurity sections at the back. Local residents and regular returning visitors may additionally choose to complete the arrival declaration online within 24 hours before departure to proceed through the Express Lane, but even after completing online they must still fill in the physical card. Direction: every passenger arriving in Niue. Per the official Government of Niue form page: one form must be completed for each passenger, including children; the information collected on the form and during the arrival process is sought to administer Immigration, Customs, Biosecurity and Health laws; the form is a legal document and false declarations can lead to penalties including confiscation of goods, fines, prosecution, imprisonment and deportation from Niue; the form must not be completed more than 24 hours prior to departure; and even after online submission the traveller must still complete their full name and sections D and E of the physical arrival card (form page wording). Separately, the Niue Immigration notice of 2026-02-05 tells local residents and regular returning visitors that to proceed through the Express Lane they should complete the arrival declaration online, still completing the physical card with their name, date of birth, passport number and sections D, E and F at the back; those who do not complete online join the main queue with the other passengers, and the 2025-11-30 notice likewise describes online completion as an opportunity for locals and regular visitors. Online completion is therefore an express route described for those groups on the notice, not a requirement the form page states for all passengers; do not read the notice as making online submission mandatory for everyone. The notices of 2025-02-21 and 2025-11-30 describe the back of the physical card as the Customs and Biosecurity sections, but the field contents of sections D, E and F are not published in any captured page: duty-free quantities, arrival-side cash thresholds and goods categories remain unverified, and no figures or letter-to-section mappings are asserted here.

Only when the threshold is met — you, or anyone you are responsible for travelling with you, are carrying NZ$10,000 or more in cash: report to a customs officer when completing passport formalities on departure from Niue.
Who it applies to, exceptions and limits (full text)
Conditional; exit direction only; triggered solely by the cash threshold. Per the official Niue Passenger Departure Card page: if you are carrying, on your person or in your baggage, NZ$10,000 or more in cash or foreign equivalent, you must report this to a customs officer when you are completing passport formalities on departure from Niue. Cash means physical currency, bearer negotiable instruments (BNI), or both; the page defines BNI by reference to the Financial Transactions Reporting Act 2006. If anyone you are responsible for who is travelling with you has cash to that value, you must report this to a customs officer. If neither you nor anyone you are responsible for travelling with you is carrying cash to that threshold, no report is due. The obligation is published on the same gov.nu page as, but textually separate from, the statistical departure form. The page does not state that the report is made through the online statistical departure form or any other designated form — whether a prescribed written form exists is unknown, and the statistical form must not be read as the required channel. No arrival-side cash rule is captured anywhere this round, so none is asserted.
