Inbound: at the border on arrival (Border Declaration Form). Outbound: Chief Collector approval prior to travel (Annex 2 application); at departure — tick the Departure Card cash box, complete the Border Declaration Form and attach the approval.
Who it applies to, exceptions and limits (full text)
Direction: persons bringing cash into or taking cash out of Nauru. Inbound: per the official Government Guide, a person must make a declaration if bringing into Nauru cash, bearer negotiable instruments (BNI), or precious metals/precious stones (gold, silver, diamonds, sapphire) with a value of more than $5,000 (strictly more than, exclusive; the threshold was lowered from more than $10,000; the operative clauses state no currency — '$5,000' as written in the Guide, with 'AUD' appearing only in the quoted, repealed 1999 proclamation). Outbound: in compliance with sections 96 and 96A of the Proceeds of Crime Act, a person must declare and fill in a Border Declaration Form for the same categories exceeding $5,000 (strictly more than); where the person is taking only cash out of Nauru, prior approval of the Chief Collector of Customs must be obtained before travel (Customs (Prohibited Exports) Order 2023, which repealed the 1999 proclamation). Outbound steps per the Guide: (1) obtain the Chief Collector's approval using the application provided by the Nauru Customs Service (Annex 2 'Application to export cash out of Nauru' — cash amount for export, currency, source of funds); (2) tick the cash box on the Immigration/Customs/Quarantine Departure Card provided at the airport; (3) complete the Border Declaration Form (Annex 1 — provided at the airport for completion or downloadable; Part A asks 'Are you carrying more than $5,000 in cash/bearer negotiable instruments/precious metals or stones: Into Nauru / Out of Nauru', and for outbound cash 'Have you received approval to export cash? YES' — the form prints a YES tick line and no NO option appears in the text); (4) attach the Chief Collector's approval. Penalties stated in the Guide: non-compliance with the declaration requirements — fine up to $20,000 or imprisonment up to 2 years, or both (POCA ss.96, 96A); exporting cash without the Chief Collector's approval — fine up to $300,000 (Customs Act 2014 s.250(3)(a)). Legal basis includes the Proceeds of Crime (Border Declaration Form) Regulations 2023 as amended 2024; the FIU Laws panel read on 2026-09-27 still lists the POCA (Border Declaration Form) (Amendment) Regulations 2024 as the latest border-declaration-form instrument with no 2025/2026 successor. No age condition appears in the Guide. Whether any goods/passage declaration form is also required of all arriving travellers is not covered by the captured text and remains unverified. (Integrity note: the Guide PDF was re-obtained in full on 2026-09-27 via a two-segment range fetch — a timed initial GET that preserved a correct 591,848-byte prefix, then a 206 Partial Content response delivering the final 98,077 bytes; the assembled 689,925-byte, 11-page file is byte-identical to the 2026-09-25 complete official capture, and every clause above was re-verified against that complete text. This round's completion was segmented, not a single full GET.)
