When to apply

At the Customs Office when bringing into Nepal more than USD 5,000 (or the equivalent INR/other-currency amount); no declaration is stated at or below that amount, and no above-ceiling departure procedure is stated.

Who it applies to, exceptions and limits (full text)

Direction: both arrival and departure — the notice's opening clause covers bringing cash foreign currency into Nepal and taking it out of Nepal, and the FAQ covers going to another country or arriving in Nepal. The live central-bank FAQ states Nepali or foreign citizens going to another country or arriving in Nepal may carry cash USD 5,000 or equivalent convertible foreign currency, and that where more must be brought into Nepal it may be brought in only after self-declaration (स्वघोषणा/Declaration) at the Customs Office; this record's above-ceiling rule rests on that fully readable sentence. The bank's Foreign Exchange Management Department notice published on its website on 2083/04/07 BS (= 2026-07-23, matching the PDF's HTTP Last-Modified), issued under sections 5 and 12 of the Foreign Exchange (Regulation) Act, 2019 BS and section 29ka (दफा २९क.) of the Asset (Money) Laundering Prevention Act, 2064 BS, restates the ceiling for cash foreign currency brought into Nepal — amount phrase read on the 220-dpi scan: 'नगद विदेशी मुद्रा अमेरिकी डलर ५,००० सम्म' — up to USD 5,000; for Indian rupees, up to the INR amount equal to USD 5,000; for currencies without an NRB-published exchange rate, up to the USD-5,000-equivalent value. The notice's following clause on above-ceiling amounts mentions Customs (भन्सार), but its operative wording is not fully legible on the scan and is not quoted. Carrying restrictions in the same notice (not a separate form): the older INR 500 and 1,000 notes in circulation before the cutoff date printed in the notice may not be transacted by anyone (that date is not legible on the scan, so it is not quoted); Nepali or Indian citizens may bring in, take out and exchange the current INR 200 and 500 notes only up to INR 25,000 per person; Nepali citizens may not take INR to, or bring INR from, any country other than India. Neither text states any procedure for taking more than USD 5,000 out of Nepal; declaring on entry does not by itself authorize such export.
