Who it applies to, exceptions and limits (full text)

Both directions: if you are bringing currency with a value corresponding to more than NOK 25,000 to or from Norway, you must notify Norwegian Customs. The trigger is amounts above 25,000, not 25,000 itself. The rule covers Norwegian and foreign notes, coins and other means of payment, e.g. gift cards; it is permitted to bring such amounts, but they must be declared before travelling, and there is no tax on the amount. Money transferred through banks, financial institutions and payment companies need not be reported to Customs (such transfers are reported to The Currency Register). Penalty for failure to notify: 20 per cent of the entire amount carried — for example, a failure to report NOK 26,000 results in a NOK 5,200 penalty — or a police report; if criminal activity is suspected, the entire amount is confiscated until the investigation is complete.

When to apply

Go through the red channel on arrival. Goods exceeding the value limit are declared for the release for free circulation procedure, and you can pay the duties when you cross the red zone at the border — make sure to choose a border crossing with a staffed customs office; not all crossings have one before you enter Norway (some are located on the Swedish or Finnish side and handle clearance tasks for Norway; check the toll.no map of customs offices). The same red channel applies to alcohol and tobacco amounts exceeding the quota and to goods that require special permits, e.g. meat and dairy products from outside the EEA; if in doubt, go through the red channel and ask a Norwegian Customs officer. The green channel may be used only when you only have goods not liable for duties and taxes within the permitted quota and value limit, the goods are not for sale (personal use or a private gift), and you transport them yourself so they can be presented at a customs control point. If your luggage has been delayed and will arrive later, you must pass through the red channel and state what is in your hand luggage and your other luggage. The Norwegian Customs app can check whether you are within the quota, calculate quota combinations and be used to declare goods. If you cross without declaring and are stopped in a customs control, the items may be confiscated and you could be reported for smuggling.

Who it applies to, exceptions and limits (full text)

Entering Norway after travelling abroad. Value limit: outside Norway more than 24 hours — goods up to NOK 6,000 duty-free; shorter trips — once within a 24-hour period goods up to NOK 3,000 free of charge. The limit applies to the total sum of the items purchased, excluding alcohol and tobacco products (separate quotas), and you choose which items to place within it. A single item above the limit is dutiable on its entire value; items that constitute a whole (e.g. a kitchen) cannot be divided across trips or individuals. Tourists not resident in Norway: temporary personal belongings used during the stay and taken back out (clothing, laptops, mobile phones, jewellery) are not subject to the value limit; goods that will remain in Norway, such as items to give away or use up, cannot exceed the NOK 6,000 limit. Alcohol and tobacco: per-person quotas exempt from the value limit; minimum age 18 for beer, wine and tobacco products, 20 for beverages over 22% alcohol. Residents' quota: spirits over 22% up to and including 60% — 1 litre; wine etc. over 2.5% up to and including 22% — 1.5 litres (2 bottles); beer above 2.5%, or alcopops/cider etc. above 2.5% up to and including 4.7% — 2 litres; 100 cigarettes or 125 grams of other tobacco products; 100 sheets of cigarette paper. The spirits quota may be exchanged for 1.5 litres of wine or beer/alcopops/cider, the wine quota for equal amounts of beer/alcopops/cider; wine and beer may not be exchanged for stronger beverages, nor tobacco for beer or wine. Tourists residing outside Norway: 200 cigarettes or 250 grams of tobacco and 200 cigarette papers, alcohol quota as for residents. Stay abroad under 24 hours: alcohol and tobacco only once in that period and only with documentation that local taxes were paid in an EEA country. Food: from the EEA area, a total quota of 10 kilograms of meat, meat products, cheese and animal feed products per person over 12 (the 10-kilogram limit does not apply to dog and cat food, only other animal feed); beyond this quota the value limit determines how much food you may bring without paying Norwegian taxes. Meat and dairy products from outside the EEA require a special permit from the Norwegian Food Safety Authority (Mattilsynet); no permit is needed from Switzerland, Liechtenstein, Iceland, Andorra or San Marino. Potatoes may not be imported without special permission; children may bring only soft drinks, chocolate and sugar products duty-free, otherwise they must be 12 years of age. Beverages over 60% alcohol and unapproved nicotine products (nicotine pouches, heated tobacco products, waterpipe tobacco, e-cigarettes with nicotine without a medical certificate) are prohibited; different quotas apply to transport personnel in international traffic. These thresholds trigger one and the same declaration: goods exceeding the value limit must be declared for the release for free circulation procedure (25% VAT on most items, plus customs duties mainly on clothing and food), the amount of alcohol and tobacco exceeding the quota must be declared, and goods requiring a special permit go through the red channel.
