Complete the declaration form and submit it to Customs at the point where you enter or leave the EU (the form can also be requested from Customs there). By plane: departing from Schiphol — declare to Customs in departure hall 3 (Tax refund/OB-teruggave office), making sure to do so before checking in luggage and going through security; departing from another Dutch airport — Customs at that airport; arriving in the Netherlands from outside the EU — go to the exit with the 'Goods to declare/ Aangifte goederen' sign. By ship: hand in the cash declaration form at the Customs Office of the port of entry or departure, directly or through a shipping agent or shipbroker. By road: declare at the point where you enter or leave the EU, which may be in another member state (e.g. Greece or Bulgaria on an Istanbul–Rotterdam route). Declare at the first EU point of entry or the last point of exit (with a layover in Frankfurt you declare in Frankfurt, not Amsterdam).
Who it applies to, exceptions and limits (full text)
Travellers carrying cash and/or gold with a total value of EUR 10,000 or more must declare it to Dutch Customs when entering or leaving the European Union through the Netherlands (douane.nl, page last updated 07-04-2026: 'If you are carrying cash or gold with a (total) value of € 10,000 or more and you are travelling into or out of the EU, you must declare it'). Qualifying gold covers only nuggets and gold bars with a gold content of at least 99.5% and coins with a gold content of at least 90%; ordinary gold jewellery and other gold objects are NOT part of the cash-and-gold declaration — they follow the goods value rules (declare and pay tax when bringing products worth more than EUR 430 per person from outside the EU). The test is the euro-converted total of all currencies; it applies per person and to the person transporting the funds, even when carrying on behalf of someone else, whether as hand or hold luggage. Direct movements between the Netherlands and another EU country are NOT declared to Dutch Customs (the other country may have its own rules). Each entry into and exit out of the EU must be declared separately. Non-, incomplete or incorrect declaration: fine of at least EUR 1,000 and possibly imprisonment. This narrows the v18 entry, which overstated the duty as a generic EUR 10,000 arrival rule without the EU external-border scope or the gold-content limits.
