Submit online before crossing the border (both when entering and when leaving Nigeria); afterwards present yourself to a Nigeria Customs officer at the border for in-person validation — the declaration stays Pending until validated.

Who it applies to, exceptions and limits (full text)

The live NCS Electronic Currency Declaration Form (E-CDF) applies to travellers carrying foreign currency or items of value of USD 10,000 or more (or equivalent), in both directions: the form offers an Inward/Outward direction choice and states that declaration is required before entering or leaving Nigeria. It asks for the entry or departure point, chosen from listed international airports, seaports and land borders, or 'Other'. It covers cash currencies, negotiable instruments (traveller's/bank cheques, money orders, promissory notes, bearer bonds, prepaid cards, etc.) and precious stones/metals or other high-value items — ordinary baggage is not declared through this form. Submit online before crossing the border; afterwards present yourself to a Nigeria Customs officer at the border for in-person validation. The declaration status remains Pending until validated by a proper officer, so a reference number alone is not a validated declaration. The form states that it is free of charge and cites as its legal basis the Money Laundering (Prevention and Prohibition) Act 2022, the Foreign Exchange (Monitoring and Miscellaneous) Provisions Act 1995 and the Nigeria Customs Service Act 2023.
