Malaysia Foreign Affairs guidance requires foreign citizens travelling to Malaysia to complete MDAC from 1 January 2024, except: Singapore citizens; diplomatic and official passport holders; Malaysian permanent residents and long-term pass holders; Brunei General Certificate of Identity holders; Brunei-Malaysia Frequent Traveller Facility holders; Thai border-pass holders; Indonesian PLB cross-border-document holders. When to apply

Submit the paper form at customs counters on entry/exit; as at current practice there is no online submission. BNM processes ringgit-permission applications in a few working days, so apply before travel.

Who it applies to, exceptions and limits (full text)

The January 2025 Customs pamphlet requires all travellers of any nationality entering or leaving Malaysia with cash and bearer negotiable instruments exceeding USD 10,000.00 equivalent to complete Customs Form No. 7 and submit it physically at a customs counter. Bank Negara Malaysia's current page uses the same exclusive wording: declaration is required for physical notes of either currency more than USD 10,000 equivalent. Importing or exporting Malaysian ringgit above that amount also needs prior written BNM approval, and approval does not remove the declaration. The Customs Travellers Guide, content dated 25 May 2023 and page last updated 5 January 2026, still writes the threshold as cash and BNI amounting to or exceeding USD 10,000.00, so the exactly-USD-10,000 case stays unresolved pending the gazetted declaration order and is not described as safely exempt. Penalties stated in the pamphlet: up to MYR 3 million fine or 5 years' imprisonment for undeclared amounts, up to MYR 50 million or 10 years for ringgit moved without BNM written approval.
