On arrival, within the «Declaración de Aduana para pasajeros procedentes del extranjero»: answer the taxable-merchandise question and list goods and value when yes.
Who it applies to, exceptions and limits (full text)
Arrival only, conditional: the ANAM passenger customs declaration asks whether the traveller carries taxable merchandise additional to baggage and franquicia; when yes, it records the goods and their value. Franquicia itself is a US$500-equivalent exemption for goods other than baggage entering by land, air or sea, which a family declaring together may pool; alcoholic beverages, manufactured tobacco and motor fuel are excluded. Baggage and goods within the allowance do not by themselves require a taxable-goods entry in the arrival declaration; the official form still says to complete the passenger declaration in full. Qualifying excess goods may be taxed at the 19% global rate where value excluding the allowance is no more than US$3,000 (US$4,000 including computer equipment).
