When to apply

The CNMI Customs Declaration Form is received before arrival (from the airline/shipping agent or aircraft/ship crew) and completed; goods and currency are declared on it upon entry into the CNMI at the airport or seaport (the FAQ's traveller scope is arrival 'via airplane or shipping vessel'; postal cargo clearance is not part of this traveller arrival process). Currency above the threshold must be reported in the signed customs declaration form prior to entry.

Who it applies to, exceptions and limits (full text)

Direction: passengers entering the CNMI. Form and medium: per the Department of Finance FAQ read on 2026-09-27, 'Before you arrive in the CNMI (via airplane or shipping vessel), you will receive a CNMI Customs Declaration Form from your Airline/Shipping Agent or from flight attendants of aircraft or ship officials' — the form is received before arrival and completed by the traveller; the captured FAQ text describes no electronic channel. Currency (inbound): per the same FAQ, 'Currency, coin, traveler's checks, money orders, and/or negotiable instruments of a total of more than $10,000 in USD (or foreign equivalent) is allowable as long as the money is declared on the Declaration Form' (strictly more than USD 10,000, foreign-currency equivalent included); the Division's Import Requirements page (same date) makes it unlawful for any person to knowingly enter the Commonwealth with such items of a total of more than $10,000 'unless the same is reported to the Division of Customs in a signed customs declaration form prior to entry into the Commonwealth' — a person-directed entry rule, not a cargo clause. Traveller duty-free allowances (FAQ, same date): a traveller may import tobacco products and alcoholic beverages free of Customs duty provided the traveller is not less than 18 years of age (18 inclusive), the goods are not for sale, are accompanied by the traveller at the time of final disembarkation, and are not carried on behalf of any other person; quantities — cigarettes complying with the Cigarette Labeling and Advertising Act not exceeding 3 cartons (30 packages of 20 cigarettes); cigarettes not complying not exceeding 1 carton (10 packages of 20); cigars not exceeding 1 pound; other tobacco not exceeding 1 pound, or any combination of the above not exceeding a 1-pound net weight; distilled alcoholic beverages not to exceed 77 ounces, or wine not to exceed 128 ounces, or beer/other malt beverage not to exceed 288 fluid ounces, or any combination not exceeding the equivalent quantities. The Import Requirements page adds: goods for personal/non-business use are not subject to excise tax as long as the value is $1000 and below (inclusive), and each person entering may import up to 10 packs of cigarettes lacking the US federal warning label for personal use and consumption. Per the Division's brochure (2026-09-25): passengers entering the CNMI are required to submit a completed Declaration Form, and importers, shipping agents and passengers must declare all goods and merchandise upon entry (items imported for business use — sale, use, manufacture, lease or rent — are taxable; undeclared or undervalued goods are penalized). Territorial boundary (background context — 19 CFR 7.2(b) evidences this administrative boundary, not any traveller filing action recorded here): importations into the Commonwealth are not governed by the Tariff Act of 1930 or 19 CFR chapter I; the customs administration of the CNMI is under the Government of the Commonwealth — US mainland traveller rules do not apply of their own force. Currency rules for travellers leaving the CNMI are not stated in the captured pages cited here; the outbound currency duty is recorded separately under MP-outbound-currency-declaration (6 CMC §2306).
